I remember a Marblehead OCR about ten years ago when US Sailing's best and brighest judge (now a race officer, too) was the head of the International Jury that threw out a request for redress because of failure to fly a flag.
Re: the 05-08 rules, the only new rule that I remember being discussed is the trapese quick release.
