It is no harder than simplifying an integer radical, except that you have to work with both top and bottom.
Now, for the nitpicky (which basic school math often is), you technically will have to go through a further simplification, in order to make the denominator an integer.
So, to get simplest radical form, multiply by the denominator/demoninator = 1 and simplify the numerator, then simplify the fraction that you get multiplying the radical on the outside: i.e.

In each case, I need a routine smart enough to be able to return: 1 (as integer) 123 (as integer) 15 (as integet) when Val(Str, intVar, errpos) is used, then all I ever get is intVar == 0 and errpos == 1,2,3, etc...
Another factor here that I've noticed: C offers the means to set the Base of the value to be parsed from a string, I see no such function offered in the TP/BP or FreePascal default supplied library....

Sorry to come into this debate rather late, but in my programming community (mission critical systems) both case sensitivity /and/ case insensitivity are seen as problematic and a rich source of bugs.
The hardliners would have it be an error to have two identifiers differing only in case, the moderates would have it produce a warning.
I /don't/ think the language should be changed -- I'm already finding it impossible to get anybody to adopt Python because of the (perceived?) instability of the language spec.
