As Arthur Siegel points out, the history of Canada's international shortwave radio service `is largely a story of missed opportunities.' Throughout the 1990s, Radio Canada International has lived a precarious, year-to-year existence, orphaned from its domestic public broadcasting parent, subject to draconian cuts in funding and service levels, and threatened with imminent extinction.
However, this latest chapter in the history of Radio Canada International is not the focus of Siegel's study, and is relegated to a short postscript.
Radio Canada International: History and Development is a welcome first attempt to place the contemporary debate over Canadian international broadcasting in its larger historical context.

From 30 October 2006 Radio Canada International relaunched its English, French and multilingual programming with a new focus on information for new immigrants to Canada as well as continuing to broadcast to the world, moving away from news and current affairs.
Since November 2006 Radio Sweden's medium-wave broadcast from Solsberg ceased regular transmissions as a result of a modification in its shortwave time-share agreement which allows Radio Sweden to broadcast to Europe via RCI in Sackville and vice-versa.
Sackville is also used by Radio Japan, China Radio International, BBC World Service, Voice of Vietnam, Radio Sweden, and Radio Korea as part of a transmitter time exchange agreement.

Canada's own CBC is once again trying to eviscerate Radio Canada International, Canada's shortwave voice to the world.
Supporting groups like the Canadian International DX Club, Canada's national radio monitoring club, together with international radio monitors around the world, are calling out for action, and reaction from concerned individuals and groups.
Last, but certainly not least, Swiss Radio International (SRI) plans to suspend all shortwave broadcasting, and all non-English satellite broadcasts by the end of 2004, with North and Central America, Asia, and Europe transmissions ceasing by the end of 2001.

OTTAWA - As Radio Canada International celebrated its 60th anniversary on February 25, the RCI Action Committee, which represents announcer-producers, journalists, news editors, technicians and support staff, has called for the restoration of RCI's Ukrainian-language service's daily programming schedule.
He said that since RCI is "Canada's voice to the world," the Department of Foreign Affairs "in theory should have a say in terms of where we broadcast to," while the Department of Canadian Heritage provides funding to the CBC, including RCI.
Gwiazda, is a recent contest called "Rediscover the World!" The prize: a trip to one of 18 international destinations - and "not one to Canada," the RCI Action Committee says on its website (www.geocities.com/rciaction).
