Rae's current political affiliation is unclear, though in a July 2005 interview with Michael Valpy he referred to himself as a social democrat.
In 2005, Rae wrote a report for the Liberal government of Dalton McGuinty on post-secondary education, commonly referred to as the Rae Report.

John Rae was born at the Hall of Clestrain in Orphir on September 30, 1813, the sixth of a family of nine - and fourth son - of John Rae senior, the factor of Sir William Honeyman's Orkney estate.
As a boy, Rae would accompany his father in the sail from their home on the shore of the Bay of Ireland to the HBC offices in Stromness.
Rae abandoned the search for Franklin in 1854 after he learned the expedition had ended in disaster and that the last survivors had been forced to resort to cannibalism.

Rae's long-awaited review of post-secondary education, released Feb. 7, calls for the government to commit to increased multi-year funding for all students and to restore per-student funding to levels comparable with those of Canada's other nine provinces and, ultimately, with peer institutions throughout North America.
Rae, along with a seven-panel advisory panel, was appointed to lead the comprehensive review last spring by Mary Anne Chambers, minister of training, colleges and universities.
Rae met with university and college presidents and officials, and held town hall meetings and round-table discussions across the province with students, parents, faculty, staff, alumni and members of the public.

The report was commissioned by the four UK funding councils with the aim of appraising the Research Assessment Exercise (RAE), by means of which funding is currently allocated.
The report's most radical ideas, said Bekhradnia, are the assessment of individual researchers and the introduction of fewer, more broadly based subject panels.
The solution proposed in the report is to have fewer, more broadly based subject panels, each supported by a greater number of expert subpanels than at present.

Rae's report is a dose of reality for student lobbyists whose heads are sometimes up in the clouds.
The Rae report also suggests that the province immediately inject $1.3 billion in base funding -- an increase of nearly 31% on the $4.2 billion it now puts into colleges and universities -- into the system.
Although there are aspects of Rae's report I find troubling (most notably the fact he considers any family earning above $35,000 to be middle class) on the whole, he makes sensible recommendations.

In the report on post-secondary education that the former Ontario premier released yesterday, Rae makes it clear he believes all qualified students should have access to the same kind of education he had, which he believes is clearly not now the case.
Rae is convinced that with this extra government funding, students should not have to pay a greater share of the cost of their education than they do now.
While critics contend Rae is opening the door to sky-high fees, he is convinced that tuition hikes would be reasonable because of several factors, most notably a proposed requirement that schools pick up the tuition tab for the poorest students and all tuition fees beyond $6,000 for other needy students.

 CBC News: $1.5B more needed for Ontario colleges, universities: report
Commenting on a new report he authored on higher education called, Ontario: A Leader in Learning, which was released on Monday, Rae said the province needs to take the lead in making post-secondary education a priority.
Rae said that freeze should remain in place until at least then, and advised it not come off until the province comes up with more money for schools and for student assistance.
Rae's report also says the province should enact new legislation to ensure every qualified student in Ontario can attend college or university regardless of means.

Furthermore, the RAE provides benchmarks which are used by institutions in developing and managing their research strategies.
The time commitment of a panel member for the 2001 RAE is estimated as 5 days in 1999, 1 day in 2000 and between 10 and 20 days in 2001 (although it may vary in accordance with panel working methods.) In 1999 and 2001 the workload is spread across a number of months.
The RAE Team provides full administrative support for the process and all practical steps are taken to minimise the workload of panel members.

With such a spectacular increase in RAE ratings, it is legitimate to ask whether the improvement is a true reflection of the state of UK academic research and its performance over the last five years.
What is at issue here is the fact that the RAE allows institutions to submit only those staff they choose to designate as research active[2] and to a lesser extent the fact that they are free to submit staff to whichever unit of assessment (UoA) they deem most appropriate.
Disentangling the effects of the RAE from the effects of funding levels and other pressures upon the sector is not as straightforward as it may appear.

"Rae's report validates what OPSEU members have been saying about the quality of post-secondary education in Ontario, and sets out the necessary funding to catch up with other jurisdictions," said Casselman, representing 15,000 faculty and support staff at Ontario's community colleges, plus 1,700 support staff at six universities.
Rae did not deal explicitly with the exploitation of part-time workers in the community colleges.

Although Rae never actually touched Kenneth Manley, there was talk of giving him up to five years in jail under Idaho’s anti-hate-crime statutes, the issue being the racism implicit in the slur (See my earlier article Diversity vs. Freedom in Idaho: Race Relations Industry Enters Spanish Inquisition Phase).
Rae’s lawyer, Edgar Steele, persuaded the judge to defer the actual execution of the sentence while it is being appealed to the Idaho Supreme Court.
Briefly, Rae was found not guilty of Malicious Harassment by the Idaho jury.

As well, OCAD is particularly encouraged by the recognition that a policy framework must support a differentiated educational system and allow our institutions to develop their own distinct strengths in accordance with their particular missions.

In RAE 2001, the Funding Councils introduced an international benchmarking exercise in which the ratings of all 5 and 5* departments were validated by 290 overseas experts.
Research Councils UK thinks that "contributions made by researchers in promoting and communicating the outcomes of their research should also be recognised as an assessment factor".[49] We believe that academic researchers should devote time to communicating to a wider audience but we have concerns about its use as a criterion of excellence.
In RAE 2001, 80% of the researchers whose work was assessed were in submissions receiving one of the three top grades, while 55% were included in submissions receiving one of the top two grades (5 and 5*).

The Sun article reported claims from the Chilliwack Mayor and the Council of Forest Industries SORT representative that the process ignored the interests of the forest industry.
Suspicions rose when a separate report titled The Mayors' Option for Resolving Land Resource Use Issues in the Squamish Forest District surfaced in direct opposition to the SORT report on Sept. 7, approximately one month after the SORT report was finished.
By virtue of these actions and the erroneous claims reported in the Sun article, industry has dashed the hopes of the environmental community for a level playing field on which to resolve this issue.
