Mr Hui was appointed as a Justice of the Peace on 1986 and received the honour of Gold Bauhinia Star in 1998.
Rafael Hui attended Queen's College and the University of Hong Kong (BA, 1970).
Hui also served as the Vice-Chairman of the Hong Kong Arts Festival Society and Chairman of its Programme Committee from 2001.

The admiration is mutual - in 2000 Tsang was one of the first recipients of the Kennedy School's Alumni Achievement Award.

Hui said a single developer will be tapped to build the cultural facilities and develop half of the land earmarked for residential and commercial uses.
Hui said that only 20 pct of the total development area will be earmarked for residential use, while 30 pct will be used for cultural facilities and the remaining 50 pct for commercial, recreational and tourism-related venues.

The plan made public by Chief Secretary Rafael Hui would add ten seats to the Legislative Council (Legco), five of them directly elected, the other five chosen by district board councilors.
It also proposes to enlarge the electoral college that chooses the Chief Executive by including elected as well as appointed district board members.
To his credit Tsang has reopened the issue, although by letting Hui introduce the measures, he has shown that he doesn’t want to be too closely identified with it.
