By 1985, when Waits released 'Rain Dogs', he was a full-fledged weirdo, boasting trashy country rock (9), funky blues experiments (17 - later covered by Rod Stewart) and dream-/nightmare-like instrumental tunes (11, 18), as well as tender piano ballads (9, 19).
'Rain Dogs' became an instant critic's favourite, and seems to be the biggest fan attractor of all his works.
Rain Dogs remains a cornerstone in Waits's production, and as such, an astounding musical achievement.

But Rain Dogs is sprawling where its predecessor had been focused: Tom Waits' lyrics here sometimes are imaginative to the point of obscurity, seemingly chosen to fit the rhythms rather than for sense.
Rain Dogs can't surprise as Swordfishtrombones had, and in his attempt to continue in the direction suggested by that album, Waits occasionally borders on the chaotic (which may only be to say that, like most of his records, this one is uneven).
But much of the music matches the earlier album, and there is so much of it that that is enough to qualify Rain Dogs as one of Waits' better albums.

It seems that cats were at one time thought to have influence over storms, especially by sailors, and that dogs were symbols of storms, often accompanying images and descriptions of the Norse storm god Odin.
Dogs and Polecats”, which seems to suggest a stranger and less easily comprehensible origin.
It has also been seriously suggested that at this period the streets of British towns were so poorly constructed that many cats and dogs would drown whenever there was a storm; people seeing the corpses floating by would think they had fallen from the sky, like the proverbial rains of frogs.

This may lead you to think waterspouts or their inland cousins the whirlwinds are the source of the expression "raining cats and dogs." But there are many competing explanations.
In Germanic mythology cats were associated with storms and rain, whereas dogs were attendants of Odin the storm god and were symbols of the winds.
Ergo, raining cats and dogs means you have a lot of wind (the dogs' department) and rain (the cats' bailiwick).

Those figures are based on just an inch of rain falling on the valley -- and that would total about 28 billion gallons.
