In the fictional Star Wars Expanded Universe, Raith Sienar was the head of Sienar Fleet Systems which was responsible for producing the Galactic Empire's TIE fighters.
Raith Sienar also had plans for a Death Star-like battle station.
He prefered the sleek to the grandiose, and was the inventor of the Sith Infiltrator, as well as the TIE fighter (and its offshoots).

Not only did Sienar design the TIE fighters, but Sienar also designed what was known in EU as "an expeditionary battle planetoid", which woudl ultimately become the Death Star someday.
We've already seen the Death Star (Sienars idea), and we've got these huge ships rumored to be in this opening scene/space battle (w/ Sienar said to have built ships of that kind for two of the forces that will be involved in the space battle).

All Sienar’s words prove is that he himself believed that with the post-Naboo crisis fiasco the Trade Federation was dealing with, the last thing they were going to fund/support from Baktoid Armor or anyone else was the building of a grandiose weapon beyond their needs that could cause new legal troubles with the Republic.
The truth is Sienar felt they wouldn’t be interested beyond their needs, and you leapt-in-logic to assume that meant they weren’t interested, and that that meant the CIS wouldn’t be interested eight years later.

It could be from Sienar himself, or from one of his subordinates, or the product of a think-tank in his company.

Raith Sienar is an excellent new character and I hope he appears somewhere else down the road, though I doubt he will.
I find the characterizations of Sienar and Tarkin to be possibly the weakest aspect of this book, so accordingly in a Sienar chapter I was usually pretty eager to get back to what the Jedi were doing.
Sienar was also an interesting guy but that was about it.

After Raith Sienar gave the plans to Tarkin, who in turn gave them to Palpatine, Palpatine & Dooku enlisted the Geonosians to help them refine the designs.
The details hadn't been ironed out, and it had two smaller spheres at the poles - I think they were part of the reactor assembly.
Sienar gives the plan to Tarkin, then Tarkin gives the plan to the Geonosians.

Perhaps the Geonosians had no part in the design process, but more of the construction process.
Raith Sienar (who designed all of the TIE fighters) might have made the rough layout and/or the superlaser design and given it to Tarkin, who then passed the layout to the Geonosian building contractors, who then gave the secret plans to Dooku to keep safe with Sidious.
Assuming Sidious is Palpatine, he may have hired Lemelisk to finish the intricacies of the design (which is why Lemelisk was blamed for the weakness of the Death Star in "Darksaber"), and when Palpatine created the Empire, work began on the space station.

Raith Sienar, who seems to be one of the main antagonists of Greg Bear's Rogue Planet, was the designer of the Sith Infiltrator, according to several official LFL sources, including the Insider's Guide CD-ROM.
These sources don't specify if Raith was directly involved with the Darths and designed Maul's ship personally, but his Sienar Design Systems did build it.
However, one might presume that there are some shady dealings between the Darths and Raith himself, as the latter's future company, Sienar Fleet Systems, builds the famous TIE fighter, including a special prototype for a certain future Sith lord.

The first designs of the Death Star began with the Expeditionary Battle Planetoid, a concept developed by master designer Raith Sienar.
An early concept of the designs conceived of a number of spheres connected together and powered by a massive hypermatter generator.
Sienar showed these designs to then-Republic naval Commander Wilhuff Tarkin, who took possession of the plans after he disrupted Sienar's mission to bring a vessel from Zonoma Sekot back to the Republic.
