Dewan Dina Nath was the president of the council.
The most remarkable ability of Dewan Dina Nath was that he remained an exceptionally low profile person, yet his grip on the affairs of State, especially on financial matters, was "iron-like".
Dina Nath retained his position at the court during the reign of both Maharajah Hira Singh and Jawahar Singh, as well as during the regency of Maharani Jind Kaur.

He was one of the signatories to the treaty which was concluded between the Sikhs and the British after the First Sikh War.
Later, when a council was constituted in December 1846 for the governance of the Punjab, Raja Dina Nath was made its President, with the active support of the British.

Raja Bhim Chand of Kahlur consulted his prime minister who advised him that it was the Guru's drum who was worthy of worship, secondly, he maintained a large army and was greatly feared; and thirdly the Guru was brave, and such men were sometimes useful as allies.
Raja Fateh Shah of Garhwal arrived at the conclusion that since the Guru started living near his territory, it would, therefore, be politic to be on good terms with him and accordingly he decided to pay a visit to the Guru.
Although the Rajas and the Guru were poles apart in ideology, yet the Rajas being goaded by their self-interest of thwarting the Mughals over lordship and thus to be relieved of the burdens of payment of annual tributes to the Mughal Emperor, wanted cordial relations with the Guru.

He also got Pandit Dina Nath released who was arrested along with Akalis.
