Standard, raking, and piercing mode don't have to be announced during fire declaration, but you must announce them when you are rolling to hit (especially piercing mode, since your chance to hit is different).
Since fire declarations are simultaneous, and have to be written down with the rest of your firing instructions, you'd announce the called shot (and the target) when you announced the rest of your fire.
