Knott requested the space in order to offer many services for the county at his own costs.
After conducting some research on the legalities of the request, Batton said it could be constitutionally sound to furnish Knott an office only for future public services, not as a reward for his past service to the county.

Sadly, Knott's pompous and all but desiccated neo-baroque design was, and remains, a heroic disappointment.
A labour of late-flowering Edwardian earnestness, County Hall was opened by King George V and Queen Mary in 1922, although Knott's building was not completed until 1933, by which time its architect was four years in his grave.
