Rambling Willie (April 18, 1970 - August 24, 1995) was a harness racing horse, more specifically a bay pacing gelding sired by Rambling Fury and out of Meadow Belle by Meadow Gold.
Rambling Willie was born on a farm in Monroeville, Indiana.
Rambling Willie was put down in 1995 and was buried in the Kentucky Horse Park in Lexington, Kentucky.

Rambling Willie won 128 victories, 69 seconds and 43 thirds from 304 starts, including the U. Pacing Championship in 1976, and the Canadian Pacing Derby in 1976 and 1977 (he also dead-heated for first with Pickwick Baron in this race in 1975), setting a best time for the mile of 1:54.3.
Willie was the subject of a popular book called The Horse That God Loved, so named because Vivian Farrington donated 10 percent of his earnings to churches.
Willie was voted into harness racing’s Hall of Fame in 1997, joining Farrington, who was in the class of 1979.

This was the first tune that i totally fell in love with when i received "Bootleg Series" for Christmas in 1993.
So the different titles lead this to be one of those songs that is culled from different sources.
Many folk songs about rambling and gambling etc (and people called Willie) all merged into one with a borrowed tune and some Pretty Boy Floyd into the mix as well.
