Rambouillet is a sous-préfecture of the Yvelines département, being the seat of the Arrondissement of Rambouillet.
Rambouillet was in the spotlight during the Kosovo Crisis, where parties to this conflict met in February/March 1999 under the auspices of the North Atlantic Treaty Organisation.
The old fortified Château de Rambouillet was acquired by Louis XVI of France in 1783 as a private residence; it is still the official summer residence of French presidents.

When she was at Rambouillet in February, 1999 she repeatedly stated that "we are not here to negotiate." Albright told the media that the "best international mediators have drafted the agreement." It was, as Albright stressed, a take-it-or-leave-it deal.
But the Rambouillet accord went much, much further–it required that Yugoslavia allow NATO unfettered access to any and all parts of the country's territory, with all costs to be borne by the host country.
We believe that the Rambouillet Accord is, in itself and particularly when considered in connection with other events and testimony presented here today, clear and irrefutable evidence of a crime against peace, the planning and carrying out of a war of aggression by the U.S. and the other NATO powers.

 Rambouillet Accord - Interim Agreement for Peace and Self-Government in Kosovo
In accordance with this Agreement, alleged violations of the cease-fire shall be reported to international observers and shall not be used to justify use of force in response.

 Kosovo Peace Plan
The Rambouillet Agreement called for complete military occupation and substantial political control of Kosovo by NATO, and effective NATO military occupation of the rest of Yugoslavia.
On June 5, after the peace agreement of June 3, the press reported that under the annex to the Rambouillet Agreement "a purely NATO force was to be given full permission to go anywhere it wanted in Yugoslavia, immune from any legal process," citing also the wording (New York Times; also others).
Evidently, in the absence of clear and repeated explanation of the basic terms of the Rambouillet Agreement -- the official "peace process" -- it has been impossible for the public to gain any serious understanding of what was taking place, or to assess the accuracy of the preferred version of the Kosovo Accord.

Within nine months of the entry into force of this Agreement, there shall be elections in accordance with and pursuant to procedures specified in Chapter 3 of this Agreement for authorities established herein, according to a voter list prepared to international standards by the Central Election Commission.

There were, in fact, no negotiations at all, and no sovereign, independent state could have signed this "peace agreement." Appendix B of the Accord would have opened the door for the occupation of all of Yugoslavia.
The role of the Rambouillet Accord in this process was to put the onus, unfairly, on the Yugoslav side for the failure to achieve a peaceful resolution, in order to justify the massive bombing of the entire country.
The Rambouillet Accord was, in truth, a declaration of war disguised as a peace agreement!

The official line in the big-business media is that the Pentagon had no choice but to rain bombs and missiles down on Yugoslavia because the Milosevic government refused to negotiate over the issue of Kosovo, a region of that country where ethnic Albanians make up the majority.
Instead, there was the "Rambouillet Agreement." This was an ultimatum presented in France to the Yugoslav government that gave it two choices: Sign or die.
The way in which the Yugoslav government was called upon to sign this diktat--delivered as an ultimatum--and the secretiveness regarding its content, suggest that the Rambouillet and Paris conferences were aimed at providing a pretext for war, not a political solution to the Kosovo conflict.

The Rambouillet "Accord" is entitled an "Agreement", but the term "Parties to the Agreement" means representatives of the Federal Republic of Yugoslavia, the Republic of Serbia and Kosovo.
All three such representatives are required to sign at the conclusion of the text of the "agreement" but there is no place for a signature by a representative of NATO or of any Western country.
Appendix B of the Rambouillet Accord — the United States/NATO "peace plan" for Kosovo — would have opened the door for NATO to occupy all of Yugoslavia.
