Ramiz Alia (born October 18, 1925) was the leader of Albania from 1985 to 1992.
Alia also was favored by Hoxha's wife Nexhmije, who had once been his instructor at the Institute of Marxism-Leninism.
Alia's political experience was similar to that of Hoxha; and inasmuch as he appeared to share Hoxha's views on most foreign and domestic issues, he easily accommodated himself to the totalitarian mode of ruling.

 Albania - GOVERNMENT
Alia resigned following his party's resounding defeat in the spring 1992 multi-party election, and a new government undertook the task of building democracy in a country that for close to five decades had been isolated from the outside world, dominated by a highly repressive political system, and devoid of free-market, private enterprise.
Alia urged that standards of cadre training and performance be raised in an effort to rid the system of bureaucrats who were so concerned with protecting their privileges that they blocked the implementation of new economic policies.
Alia's public statements indicated that in pursuing his country's foreign policy objectives he would be less rigid than his predecessor and put political and economic concerns ahead of ideological ones.

The mass protest movement against the regime intensified in December 1990, and on 11 December Alia was forced to concede the legalisation of parties for the forthcoming elections.
Formed in December 1990, when a wave of strikes and mass demonstrations forced Hoxha’s successor, Ramiz Alia, to legalise political parties, the DP was massively financed by the EU Council of Ministers (with a $160,000 grant and $50,000 loan) and other West European organisations.
Alia’s government struggled to keep a tight grip on the government, economy and media, but had to concede reforms almost daily.

The intelligentsia was beginning to resist strict party controls and to criticize the government's failure to observe international standards of human rights.
Although these changes marked a departure from the Hoxha government, they did not signify a fundamental reform of the economic system.
Thus Alia's government was not able, or willing, to attempt changes that would put an end to the repressive elements of the system.

From this moment Ramiz Alia began a tour of all the regions of the country to familiarise himself with the concerns and demands of the people, to assess the links of the Party with the people and to evaluate the cadres.
The lesson was clear, and Alia toured Albania singing the praises of Enver, seeking to demonstrate that he was a loyal disciple of Enver, and so a worthy replacement.
Alia's actions bear witness to what he later admitted in his memoirs — that his actions were consciously aimed at the liquidation of socialism and the restoration of a capitalist system.
