Provincial police director Senior Superintendent Prudencio de la Cruz identified the suspect, Rommel Laciste, investigators named as the alleged brains in the killing of Concepcion Lumanglas, assistant parole and probation officer of Isabela, whose tortured body was found in Naguilian, Isabela on September 8 a day after she was reportedly abducted.
Laciste had been the subject of a manhunt by the Isabela police after he was positively identified as among the five armed suspects who abducted the 50-year-old probation officer.
As a result, the suspect, was able to kidnap of Lumanglas from her residence at Capitol Hills in Ilagan, Isabela, police said.

RAMON, Isabela: The Commission on Elections (Comelec) has declared the 2004 election victory of this town’s mayor as illegal due to gross irregularities in the recanvassing of election returns.
In its 27-page resolution dated January 31, copy of which was obtained yesterday, the Comelec’s first division ruled that the proclamation of Mayor Wilfredo Tabag as null and void, saying the votes credited to him were obtained through fraudulent means, thus his proclamation by the municipal board of canvassers (MBOC) was deemed illegal.
Besides Cortez, the other two MBOC members then were lawyer Manuel Castillo and Arnold Vallejo, election officers of Echague town here and this town, respectively, whom the Comelec’s first division held responsible for the illegal proclamation of Tabag despite gross irregularities that marred the recanvassing of election returns last year.

William Savella, Palanan community environment and natural resources officer (CENRO), who is concurrently the superintendent of the protected park, said the reactivation of the Bantay Kalikasan and Bantay Dagat volunteer group will not only ensure the protection of the rare turtles species but also their sanctuaries along the coastal towns.
Isabela Vice Gov. Ramon Reyes, on the other hand, said the provincial board will come up with a legislation for the declaration of the province’s four barangays as turtle sanctuaries.

NIA regional director Vicente Galvez gave the assurance in the wake of reports that the Magat Dam, the region’s major source of irrigation, has begun drying up due to the long dry spell.
They were even mulling the construction of shallow tube and deep wells, and even cloud seeding which, Galvez said, would cost the government millions of pesos, just to mitigate the impact of El Niño.

Although I was surprised to see a sign along the road a few meters from the dam that we were in Alfonso Lista, Ifugao.
Indeed, this was a reminder that the Philippines had a lot to offer and if we let all of this go by neglecting our natural heritage, it's the next generation of Filipinos that would suffer.
With my visits to Isabela and Cagayan today, that leaves seven namely Quirino, Kalinga, Apayao, Abra, Aurora, Camarines Norte, and Sorsogon; plus of course six island provinces of Luzon which are Batanes, Occidental Mindoro, Romblon, Marinduque, Masbate and Catanduanes which I hope to visit in the near future.
