Freire’s arsenal of educational thought began to manifest with his appointment in 1946 as director of Education at SESI, an employer’s institution set up to help workers and their families (Gadotti, 6).
Freire was invited to Geneva in 1970 where he worked for ten years as a special educational advisor to the World Congress of Churches.
With the triumph of the PT in 1988, Freire was appointed Minister of Education for the City of São Paulo.

During these years, there were various attempts to control the country through a variety of laws which met only the barest standard of needs.
In 1823, the Acta de Unión de Provincias was signed with the objectives of electing Ramón Freire as Supreme Dictator, organizing the nation politically, and creating a Constitutional Congress.
In 1826, Freire was renounced, and Manuel Blanco Encalada was elected as provisional Chief of State under the title, "President of the Republic." Encalada commissioned the creation of yet another constitution.

In 1823 he was appointed by General O'Higgins attorney-general, but declined, and was elected by congress judge of the supreme court.
In 1825 he was banished by the dictator, Ramon Freire, but in 1827 recalled by congress and elected deputy for San Fernando.
He proposed the law for the recall of General O'Higgins, was one of the promoters of the new liberal constitution in 1828, and before 1837 was several times deputy to congress and president of that body.

Andrés Santa Cruz and seemed to threaten Chile, must be taught a lesson.
Though Chile was far inferior in population and resources, Portales prepared his country for war.

 Ambrosio O'Higgins
During his government, O'Higgins, under the title of supreme director, did much for the advancement of his country, but his minister, Rodriguez Aldea, by his continual intrigues, caused a revolution in the southern provinces in December, 1822, under Ramon Freire.
He dismissed Aldea on 7 January, 1823, but the discontent continued, and on 28 January he was forced to resign.
After the establishment of independence, O'Higgins, completed the formation of a navy under Cochrane.
