The James Randi Educational Foundation (JREF) is a not-for-profit organization founded in 1996 by magician and skeptic James Randi after his departure from CSICOP in 1994.
Randi has rejected at least one applicant, with the rejection letter stating this was because the applicant was "a liar and a fraud." The applicant in question claimed to survive without food via Breatharianism.

Randi's challenge, downloaded from CompuServe, includes a number of interesting statements, most of which are quite fair and expected in a legal agreement.
The psi operant not only fails, but essentially gives Randi the ability to say that since he or she "does not possess the claimed ability or power," he or she never did, and any claims of such in the past were either lies or a result of the operant fooling him/herself.
Randi's challenge on CompuServe does include a note that he was "having this matter examined by lawyers to be sure that the augmented prize may be legally offered to claimants," so he is evidently aware of this issue.

Randi was a founding fellow and prominent member of CSICOP, the Committee for Scientific Investigation of Claims of the Paranormal.
Randi was awarded a MacArthur Foundation "Genius" award in 1986, drawing upon his conjuring skills to write and educate the public on superstition and pseudo-scientific matters.
Randi could not participate in the trial, did not recognize the court's authority (since "insult", as opposed to "libel", is not a legally cognizable basis for a civil action in the U.S.), and refused to pay the $2,000 judgement that was awarded.

Many Randi critics have labeled the Challenge "biased" and "unscientific." Randi often refers to paranormal proponents as "frauds," and/or "self-deluded fools," and inspite of Randi's stated basis, it is JREF which ultimately must approve all testing protocols.
