Random ballot - Wikipedia, the free encyclopedia
In an election or referendum, the ballot of a single voter is selected at random, and that ballot decides the result of the election.
The random ballot method is decisive, in that there is no possibility of a tied vote, assuming that the selected voter has expressed a preference (if not then another ballot can be selected at random).
But it is not deterministic, in that a different random selection could have produced a different result, and it undermines majority rule since there is a substantial possibility that the selected voter may be in the minority.

 Halfbakery: Enhanced verifiable ballots
For disabled voters who cannot cast such ballots directly, have available a machine which will allow a voter to select candidates from a spoken recording, but which will then produce for the candidate a filled out paper ballot which is processed like any other.
When a ballot is inserted into the counting machine, it would be assigned a random unique ID, which would be marked on the paper ballot itself in machine-readable form, and would also be recorded electronically along with the votes cast.
One bad ballot may not indicate something sinister--certainly not grounds for tossing out the election--but it would be grounds for checking the scanning equipment and doing a run of 200.

When Ralph Nader is added to the ballot, 48% of registered voters and likely voters say they would vote for Kerry, 48% say they would vote for Bush, and 1% say they would vote for Nader.
Sample Size: 1,500 completed telephone interviews among a random sample of registered voters living in telephone households in the continental United States, of the total sample of registered voters, 1,258 are likely voters.
Margins of Error: ± 2.5 percentage points, 95% of the time, on questions where opinion is evenly split for the total sample of registered voters and ± 2.8 percentage points, 95% of the time, on questions where opinion is evenly split for the sample of likely voters.

 Odds of recounts altering outcome
Ballots might stick together (in the case of punched cards probably changing two "candidate" votes to one "no-vote" plus either one "candidate" or one "underpunched"; among optically scanned votes changing one "candidate" to "no vote").
A very large fraction of the underpunched ballots would be found, upon inspection, to be inarguably blank, that is, these ballots are "underpunched" in the "true" ballot count (stage 3) because the voter apparently intended not to cast a vote for President when submitting his or her ballot.
Certainly a fraction of the ballots can be expected to be blank; we have estimated in the previous section that there is a small number of deliberate abstentions in the elections -- we estimate this at 0.4% of the total number of ballots cast (654050, including overvotes and undervotes).

news @ accountancy.com.pk > Self-Assessment Scheme: FTO turns down plea against random ballot
The complainants had filed their returns for the assessment year 2002-03, which were selected by computer random ballot.
Hearing the point of view of both the sides, the FTO in his order said that to appreciate these contentions, it was necessary to have a look at the provisions of the law, particularly sections 59, 59A, 61 and 62.
On introduction of Self-Assessment Scheme it was found necessary to have random selection of returns filed under the scheme for purposes of scrutiny and assessment under Section 62.

It follows that an election method that uses randomness should have that feature not as a first step, but only as a fallback and every voter should have some control over whether that happens.
It follows that if no candidate in an approval voting process gets approval by more than half the voters, the majority of the voters is in favour of a random ballot election (it can happen that the result of that is even more disliked, though).
This method adds some incentive for people with a preference for a candidate known as weakly supported to not approve anybody else (the lottery chance) and for people who prefer a candidate known as strongly supported a little incentive to also approve somebody else (to prevent the possibility of a lottery win for extremists).

Then a ballot is drawn at random, and the preferred candidate on this ballot is elected.
It is also quite difficult to count: The ballots need to be counted multiple times, and it's not possible to to find the IRV results on subsets of the ballots (for instance, in different cities) and somehow "merge" the results to get a final result.

That is, a random sample is, by definition, not necessarily a representative sample.

Indeed, we were able to identify five recent races in which a man from a major party drew first position on the ballot and won by a margin of less than 1.4 percent.
But after the ballot draw, the system is manifestly unfair, since a man in the first position will do better than his rivals.
