  Effects of a Random Breath Testing Campaign in Southern Sweden
Random Breath Testing was introduced in Sweden in the seventies.
The aim of the present study was to evaluate a Random Breath Testing campaign in parts of southern Sweden, which was started during the fall of 1992 and lasted less than a year.
On one of the attitudinal items the percentage who stated that more breath tests should be made decreased from 82.0% to 78.4% in the test area and from 83.7% to 81.5% in the control area; a non significant difference regarding change over time.

Limiting the extension of the application of breath testing to instances where accidents occur and where offences are committed would clearly not create such an excessive strain on Garda resources in that the Garda is already called to accidents on a general basis and is engaged in the detection of traffic offences.
Breath testing on the more selective basis provided for in the Bill is the most effective and targeted manner in which we can use the resources available to us and equates to standard practice in Great Britain and Northern Ireland.
A garda can stop a vehicle at random and if during that time he or she forms the opinion that alcohol has been consumed by the driver, the garda is empowered to request a breath test.

 The Impact on Accidents of Random Breath Testing in New South Wales: 1982-1992
Random breath testing (RBT) was introduced in New South Wales on December 17, 1982.
The reason for this is that if any motorist at any time can be breath tested, the potential drinking driver, no matter how skilled he or she believes they are in avoiding detection when over the limit, will have cause to think twice before actually committing the offence.
RBT had been introduced six years earlier in Victoria, although in a low-key fashion, and was introduced in all other states and territories in 1983 and later years.

Random breath testing will only be welcomed if the current legal limit remains at 80mgs - in this way it may deter the hard-core element, rather than penalise sensible right-thinking members of the public who simply want to enjoy a couple of glasses of wine with their meal or a quick pint after work.
I understand the concerns that random testing is a potential abuse of civil liberties, but since some civilians themselves are taking liberties that are risking the lives of other civilians, I believe random testing is warranted.
Random stops for breath testing are a violation of civil liberties.

Adjusted for under reporting (DfT 2002) in the year 2000 there were estimated to be 530 fatal casualties, 2,540 serious casualties and 14,990 slight casualties resulting from accidents involving a driver or rider above the legal drink drive limit.  Around half of the drivers killed between 10 pm and 4 am were over the limit.
A strategic package of measures is needed to reduce casualties in alcohol related crashes.  A substantial and permanent increase in the current levels of enforcement is required as one element of this package, and new measures - such as random breath testing - are necessary to tackle the continued problem of drink driving.

The Taoiseach, Bertie Ahern, has assured the Dáil that new legislation allowing for random breath testing is receiving priority from the Government.
He was responding to Green Party leader Trevor Sargent, who pointed to the increased death toll on the roads in January and claimed that if it continued it would lead to 60 more deaths during the course of the year.
The Taoiseach said the Attorney General's advice was clear, that there would have to be legislation to back random testing.
