The Conway and its nearby sibling the Upper Rapidan are Class III whitewater runs that start at the Shenandoah National Park boundary.
Both rivers suffered extensive damage in the 1995 flood and were essentially "rebuilt", which means they were cleared of debris and a new cobbled river bed was created for them.
Below 230, the river is a Class II that also requires you to run 5 miles of the calmer Rapidan to the Rt.

Among the debris at the washout where the gulch ended at the Rapidan were dozens of trees stripped of their bark, and hundreds of rocks, some as large as minivans.
To show the depth and width of the gulch several minutes' hike away from the river, Chris Cook and Josh Engel arranged a duel atop a formerly-healthy tree which bridged the gulch at about the level the ground had been at before the flood, as Susanne Brunhart looks on from a safe spot.

The Rapidan River had run dry, and the water system was on emergency status.
When the Rapidan River flow dropped to one cubic foot of water per second (cfs), that means about 7.5 gallons per second were flowing past the river gauge on the Orange County-Culpeper County line (see map of gauge location).
If every drop of Rapidan River water were diverted to the water system, leaving nothing for the fish in the river and letting them die in the sun, then the Rapidan River flowing at 1cfs could supply 450 gallons per minute (7.5 gallons per second x 60 seconds in a minute).
