I threw my hat into the discussion by guessing that, from the context of the song, "rapparee" sounded like it probably meant "rebel," or something quite like it.
"Rapparee" is used in a fair number of older traditional songs; it seems to be an Anglicized spelling of "ropaire," which in turn looks to be the Gaelicized version of "robber."
An Irish pikeman or irregular soldier, of the kind prominent during the war of 1688-92; hence, an Irish bandit, robber, or freebooter.

Here, I find out Rapparee Hareness, it adds 4% Haste which is cool.
Some of the crafted armor pieces that have to be worn for the first step of the quest are higher level, however, so it may not be possible to complete unless the character is closer to 60.
BTW, there are other equipments that are for other jobs other than Thf (Rapparee Harness) so people who come can get equipment too if you have farmed the subligars for different job pieces in advance.

Rapparees (from the Irish, ropairí, plural of ropaire, actually meaning half pike or a pike-wielding person) were Irish guerrilla fighters who operated on the Jacobite side during the 1690s Williamite war in Ireland.
The rapparees got their name from this last weapon - a pike about 6 feet (2 metres) long, cut down from the standard military pike which was up to 16 feet (5 metres) long - which was known in Irish as a rapaire.
Most rapparees surrendered at the end of the war, Hogan, for instance, surrendered and was amnestied after agreeing to help track down other rapparees but was murdered by his former associates.

Rapparee Cove is traditionally associated with the Earl of Rhone festival in Combe Martin, which celebrates the capture of the Earl of Tyrone, said to have landed at Rapparee Cove in the early 17th century after a failed rebellion in Ireland.
Furthermore, a rapparee is more specifically an Irish bandit or irregular soldier 'armed with a half-pike or rapary' and was not used until the 1680's, nearly a hundred years after Tyrone's defeat.
The rapparees of Rapparee Cove were probably the bandits or scoundrels, who landed in Ilfracombe in 1685, after the failure of the Monmouth rebellion, and seized a ship, but when pursued were forced to land at Lynmouth and were later captured on Exmoor.

The Earl of Tyrone fled from Ireland early in the 17th century and according to local tradition he landed at Rapparee Cove, outside Ilfracombe harbour, and was hunted down by the local Grenadiers.
But the Earl is known to have fled to Europe in 1607; the name Rapparee was not used until the end of the 17th century and there were no Grenadiers (grenade throwers) in 1607.
More likely the cove is named after the rapparees or scoundrels that were caught in and around Ilfracombe after the collapse of the Monmouth rebellion in 1685 (4).
