Ro Laren - Wikipedia, the free encyclopedia
While on a mission with Commander Riker, she defected to the Maquis, a group that was fighting against the Cardassians.
In the episode "Ensign Ro", she is given her freedom and a pardon in exchange for going on a secret mission to help stop dissident raids to protect a treaty with Cardassia.
In "Rascals", Ensign Ro and three other crewmembers are transformed into their child selves, while retaining their adult personalities.

TNG, on the other hand, just looks sloppy, as it flails around in a universe were just about anything can happen as long as Sternbach and Okuda are there to come up with enough syllables ending with the suffix "ionic".
Viewing this episode in a house with a dog will bring the forces of the SPCA and PETA down on your head, as Troi's screaming scenes unleash sonic vibrations that drive dogs to bash their heads into walls in the fervent hope that it will cause unconsciousness.
The entire episode plays as high-camp, with Shay Astar as the imaginary friend, Isabella, acting like she is auditioning for a villainess on "Melrose Place", and Stewart earnestly reciting his final speech gibberish as if it were the Gettysburg Address.

I thought Rascals was an excellent episode, I hated Shades of Grey, but as i think about it, they couldn't really have ended the season with a cliffhanger, becuase Pulaski wouldn't be back, but they could have come up with something else.
The Worst Episode Ever award goes to "Angel One." The first season episode in which a planet is visited where women are dominant and men are subversive.
I don't hate or consider any episode as worst or really bad, If I had to pick one it would be shades of grey just for the fact that the flashback should or could have be scenes deleted from past epsiodes or new scenes that show Riker's past.

 The Not So Good....
But there is one redeeming factor to this episode: a highly auspicious set of circumstances came into play which commissioned this episode ahead of the planned Q episode for this season, which would have been an all time stinker if it had gone ahead.
This season's Q episode was going to be called 'IQ Test', which involved Q, and another Q companion placing a wager on who was the superior and strongest race -the Human's, or the other race (the Talarians were one possibility that was talked about).
The TNG episode 'Shades of Grey' for instance compares with this show in regards to how uninteresting it is. On the upside in the genre 'The Quickening' springs to mind as being okay, and 'Ethics' had some interesting moments....

Amusingly, that was one of the few times the events in an episode had long term effects on the characters, as after that point she started wearing uniform regularly.
I remember one of my favorites was the "subspace alien abduction" episode, where they find out that Riker's arm was apparently severed and reattached, and everyone goes into the holodeck to recreate their buried memories of the last few nights.
I don't remember the name, but one first episodes I saw that really stood out was the one with the Romulan admiral who defected to the Federation in order to stop a war, but it all turned out to be a ploy to expose him.

The Top Infinite Reasons Kirk Is Better Than Picard   (Site not responding. Last check: 2007-10-30)
Picard's crew is so incompetant that in TNG episode "Schisms" Riker and several other crew members are abducted and at the end of the episode, they still haven't found a way to ensure those abductions won't occur again.
Also, in the episodes where Kirk went missing (e.g., “The Tholian Web” or “The Paradise Syndrome”), his crew refused to abandon their search as long as they had reason to believe that their captain was still alive and could be rescued.
In the TNG episode "Yesterday's Enterprise," Picard needs the help of a Guinan and Data to figure out the timeline was changed by the appearance of the Enterprise-C. Kirk would have figured this out on his own in 10 minutes.

The rejuvenation seemed to me to have affected each by subtracting not a fixed age by a percentage age, therefore all would have been about 40% of their previous age.
The plot has some similarities to a "Star Trek: TNG" episode entitled "Rascals." In that episode, four characters (Keiko, Guinan, Ensign Ro and Captain Picard) are involved in a transporter malfunction that turns them into pre-adolescents.

Star Trek - The Next Generation, Episode 133: Rascals - Video(VHS)
There are a couple of problems with this episode: it was far too easy for the Ferengi to take over the ship, and the transporter maneuvers needed to return them to adult form are never talked about as a possible fountain of youth.
This light episode's best part is when Picard (now a kid) has to throw a temper tantrum to see Riker (called him 'Dad').
"Rascals" has its moments of cuteness and since we are dealing with the Ferengi the children are never really in danger (not like they are Klingons or the Borg).

Sure, there were difficulties here and there; for one, I think the bed-bouncing scene ran too long by at least a minute.
Having the goal of making the viewers wince is, in general, a very *bad* idea unless it's for a short time and for a very good reason.
What it comes down to is that, at the end, I felt like quoting the now-cliched refrain from countless old afternoon cartoons: "I'd have done it, too, if it weren't for those meddling kids." That may be fine for "Scooby-Doo", but I'd like to think that TNG strives for a somewhat higher standard.
