Rassilon himself appears and reveals that after the explosion, the Doctor and Charley had been unconscious for six months, in which time Rassilon had persuaded the TARDIS to aid him in exchange for freeing it from the Doctor/Zagreus's influence.
Rassilon demands that Romana resign from the presidency in favour of Zagreus.
Rassilon summons the Doctor and the Brigadier into the Foundry, which he proudly declares was where he created the Nemesis and the De-mat gun.

 Time Lord - Wikipedia, the free encyclopedia
The ability to regenerate may be linked to what is known as the "Rassilon Imprimatur", the symbiotic nuclei of a Time Lord that bonds him or her to a TARDIS, and allows his or her body to withstand the molecular stresses of time travel.
Rassilon was the one who took a singularity (assumed by fans and the spin-off media to be the same one as Omega's) and placed it beneath the Time Lords' citadel on Gallifrey.
Eventually, Rassilon's rule became dictatorial and reached the point where he became obsessed with implementing his reforms and preserving Gallifreyan society as he saw it before the end of his life.

 Zagreus
Rassilon has given the TARDIS avatar in the Brigadier’s form a corporeal body made of agitated protoplasm, and the avatar has chained up the Doctor in a dungeon and is preparing to torture him.
Rassilon then summons the Doctor and the Brigadier to the Foundry, which is separated from the rest of the Universe by a reality lock and is thus safe for the Doctor to enter.
Rassilon then leads the Doctor to the Foundry’s smelting works, where the Doctor is unable to intervene as the Brigadier avatar drops the police box shell of its former self into the cauldron, melting down what was until now the only constant in the Doctor’s life.

Rassilon is there to greet Charley when she wakes, and as they wait for C’rizz to wake, Rassilon shows her the Doctor -- who seems to have picked up another travelling companion already.
Rassilon reveals that Perfection and her companions are searching for the way out of this Universe, and it seems that the Doctor has decided to join them rather than search for his missing companions.
Rassilon has told Charley that he too was infected with the Zagreus energy when they last met, which explains his cruel and cowardly behaviour; however, he claims to have freed himself from its influence and repaired the Doctor’s TARDIS, and once he’s helped cure the Doctor, they can all return home.

The information about Rassilon's true current status and the role that the coronet that he's currently wearing, which the Dhyclhanci doubt is the "true" Coronet of Rassilon, is playing in it, however, is something that they'll keep active in their forebrains in case it proves to be usefull soon.
Rassilon gives a final scream of defiance before the universe collapses completely in on itself then, in a measure of time that can't be measured because it doesn't exist here yet, reblossoms into a whole new cycle of existance.

Rassilon went into a fl hole, the Eye of Harmony, presumably created by the collapse of Omega's supernova, captured it, and stored it under the Panopticon, thereby providing the Time Lords with a virtually inexhaustible source of energy, capable of meeting the huge demands of time travel (4P).
Rassilon also created the Rassilon Imprimature, a symbiotic nucleus contained within the Time Lords' genes, that was somehow connected with their ability to withstand the molecular destabilization caused by time travel, and to achieve quasi-symbiotic control of their TARDISes.
Rassilon had much of the Time Lords' history preserved in documents such as the Black Scrolls (6K), and the Records of Rassilon, which used to be kept in all TARDISes (5P).

According to 'legend', Rassilon discovered his creation and travelled via a gateway to the Antiverse to do battle with the beast Zagreus until either or both were destroyed.

Omega and Rassilon were experimenting on one fl hole not far from Galifrey when Omega discovered that by manipulating the energy stored in the fl hole, a means of being able to travel through time could be created and used.
Meanwhile, Rassilon resumed Omega's experiment and was able to channel some of the fl hole's energy into the heart of Galifrey, and contained it within a huge 'container' known as the Eye of Harmony.
Rassilon also created the society in which Time Lords live, a strict and orderly society based around conducting time travel experiments, cataloguing the universe's many races and not interfering with any other species.

The comment that the Vampire Messiah will be 'consumed in the maw of time' is analogous to the final fate of Rassilon as depicted in Timewyrm: Revelation: 'They say that you will devour the first and last of the Time Lords.
Pg 20 "'By Rassilon, no.'" There seems to be a convention in this book, which is, to be fair, about faith, that, when someone wants to emphasize a point, they mention their equivalent of a deity.

The Other warns Rassilon that if the temple is violated or violence is used against the dissenters, then he will leave Gallifrey (LB 1-3, 265).
