Rastapopoulos is the owner of Cosmos Pictures (Production in some titles) a studio house, and a front for many of his illegal activities and a good excuse for moving to various locations.
Rastapopoulos subsequently resurfaced as a slave trader in The Red Sea Sharks, and kidnapped the billionaire Laszlo Carreidas in Flight 714 to gain the password to his multi-billion Swiss Bank account, but he was captured by aliens.
Rastapopoulos died at the end of Rodier's version when an attempt at hanging Tintin and Captain Haddock went badly wrong, resulting in him being thrown off a cliff.

Rastapopoulos, in my view, is more memorable than someone like Allan - he's concocted better schemes, has a more ridiculous appearance, and is more of a pantomime villain than a true one (Müller, for example - he never dressed up in a pink shirt with a stetson).
Rastapopoulos is usually referred to as an Italian-Greek villain and he obviously has a Greek father (thus a Greek surname) and an Italian mother (thus an Italian first name).
Rastapopoulos is an Italian national and naturalized American of Greek descent.

It wouldn't surprise me in the least if he was the same person; Rastapopoulos seems to have a core group of lackeys and outlaws to do his dirty work for him.
In Red Sea Sharks, Rastapopoulos and Alan are collaborating with Dawson and also with Muller/Mull Pasha and Bab El Ehr (whom they are backing up) in the slave trading business so it doesn't really matter who gave the order to get rid of Tintin and Haddock, it is a huge organisation.
Walter was working for any of these bad guys really (or for all of them) and as it was mainly Rastapopoulos who was behind the plane business, I would say that he was the one who was targeting Tintin and Haddock at that point (as he did later on in the story).

It appears that the captain of the vessel which saves Tintin from drowning is based on De Montfreid, showing that even gun-runners have a good side.
Other characters are introduced in Cigars of the Pharoah who play a large part in subsequent adventures: the villain Rastapopoulos, the super salesman Oliviera de Figueira and, of course, the twin detectives Thomson and Thompson who, in the fl and white version, are called X33 and X33A.
It must have truly surprised Tintin to read about an adventure which he was to undertake in the future, containing friends such as Haddock and Calculus whom he had not yet met!

J.W.Muller (A.K.A. Mull Pasha, Professor Smith): a more devious villain than Rastapopoulos, Muller is nevertheless not so dangerous because he doesn't have the power and money Rastapopoulos does.
