The Rational Unified Process (RUP) is an iterative software development process created by the Rational Software Corporation, now a division of IBM.
Rational Software has a business model to go with the process.
The Process was designed with the same techniques the team used to design software; it has an underlying object-oriented model, using Unified Modeling Language (UML).

Rational Unified Process is a software engineering lifecycle method developed from Ivar Jacobson's Objectory (aka Object Oriented Software Engineering or OOSE) method from the early 1990s.
Well Rational have answered this by stating that "the UI design should be completed as part of the requirements phase!" So in the supposedly iterative Rational process, the UI design becomes the poor cousin which must be completed in a waterfall method.

Rational had a clear need to sell process where IBM may not see the value.
RUP is more of a toolbox to pick and choose from, and if the choice is bad you get heavy processes and lots of paperwork, but you can also get a smooth ride.
