  TN Encyclopedia: LEONARD RAY BLANTON
Ray Blanton, three-term congressman and one-term governor, was born in April 1930, in Hardin County and grew up on a farm close to the small town of Adamsville in McNairy County.
Marie Ragghianti, a Blanton appointee and chairwoman of the Tennessee Board of Pardons and Paroles, was abruptly fired in August 1977, when she refused to release certain prisoners who, as later events proved, had bribed members of the Blanton administration.
Blanton later claimed to be the only recent Tennessee governor who left office poor, and he was never convicted of receiving payments for pardons.

JACKSON, Tenn. -- Former Gov. Ray Blanton, who was ousted from office three days early in a cash-for-clemency scandal and later went to prison for taking a payoff for a liquor license, died yesterday of liver disease.
Blanton, who was governor from 1975 to 1979 and a three-term congressman before that, had been in the hospital since Monday, awaiting a liver transplant.

Ray Blanton was born dirt poor in rural Tennessee in 1930, but his folksy charm and ambition got him elected to Congress in 1966.
Pressure mounted for Gov. Blanton to be removed early and reached a fever pitch late on Jan. 15, 1979, after he finished a three-hour meeting with the announcement he had granted clemency to 52 inmates.
The Blanton scandal was that rare case when investigators were actually able to prove a quid pro quo for pardons had taken place.

Ray Brown was born in Pittsburgh and moved to New York around 1945 and immediately became part of the musical establishment.
He took part in a number of early bop recording sessions with Charlie Parker, Dizzy Gillespie, Bud Powell, and others, and played in Gillespie's big band (1946-47).
After leaving Peterson's trio in 1966 Brown settled on the West Coast, where he became active as a freelance and studio musician, recording frequently for the Concord label; he made two albums of duos with Jimmie Rowles and at least nine albums with the L.A. Four.

For those not familiar with Tennessee politics, the late Ray Blanton was governor from 1975 to 1979.
Blanton’s corrupt practices triggered numerous investigations, including one for the sale of pardons and paroles (the subject of the movie, Marie, starring Sissy Spacek).
In fact, state officials ousted the governor three days before Alexander’s inauguration because Blanton and his lieutenants had locked themselves into a room and were issuing dozens of pardons wily-nily to murderers and other violent criminals who had managed to ingratiate themselves to the governor.

Ray Emory, a Pearl Harbor survivor and retired mechanical contractor, in his home office in Honolulu.
Thelma Blanton of Kansas City, Kan., holds a picture of her late brother Payton L. Vanderpool, who died at age 21 at Pearl Harbor.
He was buried as an "unknown," but through Ray Emory's work, Vanderpool was recently identified.

After Watergate, Thompson took up private practice in Nashville but returned to the state political limelight in 1977 when Marie Ragghianti, the recently dismissed chair of the State Parole Board, asked Thompson to serve as her counsel in a lawsuit against the administration.
Supported by Thompson and his staff's legal work, Ragghianti provided testimony that brought to light a scandalous cash-for-clemency system within the administration of Governor Ray Blanton.
The scandal eventually helped to force Blanton from office and led to the successful prosecution of several Blanton aides.

He is survived by his wife of 56 years, Beth Ammons Jones; daughter and son-in-law, Ray Ann and Don McCord of Eagleville; sons and daughters-in-law, Ken and Nancy Jones of McMinnville, Wayne and Teresa Jones of Murfreesboro; and seven grandchildren, Joel and Keith McCord, Adam, Nick, Jamisen, Zachary and Blake Jones.

Survivors include two sons, Billy Ray Tackett of East Point and Charles Blanton of Leander; one daughter, Billie Kay Blanton of Paintsville; one brother, Paul J. Blanton of Bonanza; three sisters, Linda May, Carolyn Sue Ward and Paul Kay Compton, all of Leander; and two grandchildren.

When he was first elected, outgoing Governor Ray Blanton began issuing so many last-minute pardons it was widely assumed he had exchanged the pardons for bribes.
With the cooperation of both parties (and a state Constitution that was vague on exactly when terms began or ended) the Democrats' Blanton was shown the door and the Republicans' Alexander took the oath of office three days early.
After two undistinguished terms as Governor, Alexander became a lobbyist in 1986, and was named Secretary of Education under George H.W. Bush.
