Lau's "The 15th Congress of the Chinese Communist Party: Milestone in China's Privatization", published in the January 1999 edition of *Capital and Class*,, is an attempt to enagage a rigorous anaysis of class relations in China as they have emerged since 1978.
Lau argues that, although through the 80's the SOE sector had experienced continued growth in productivity via measures to increase SOE autonomy and subjection to market discipline, privatization of SOEs in China was not widely regarded as the route to further reform of SOEs.
Lau, in any event, is arguing that this corruption is a natural part of a moment of primitive accumulation in which state officials and private business owners collude to both increase the amount and redirect the upward extraction of surplus accumulation.

Raymond Lau does post as rkwlau to admit working for shopster.com too sometimes.
I guess what they mean by "implemented in a poor fashion" is either that Raymond Lau was poorly dressed at the time he engaged in the activity, or that Raymond Lau was too obvious in his deceptions.

BTW, I mentioned that Lau had some other articles in addition to the one that I did the short summary of.
In my book, his critique in the Lau article on "Left and Right in China's Economic Reform in the 1990's..." is much deeper and more reflective of what is really happening in China in the moment of political-economic restructuring.
Cui, like many mainstream economists in the US and their epigones in the Chinese academy (and planning apparatus), are only able to reiterate ideology and tell us that if ideology does not match with reality, it is because of 'corruption.' Cui is right in one sense, laws can be read diferently.

Sammi Cheng is pretty much herself, and there is nothing wrong with that, and I really liked Lau Ching Wan’s character, who went quite over the top with his performance, and Charlene Choi was okay, in an offshoot kind of way.

Raymond has been an active participant in the engineering of the product for all versions up to and including StuffIt Deluxe 3.5 released October, 1994.
Version 4.0 and later still contain the same core code, but Lau ceased to be actively involved in the development of the product as of January 1995.
In May, 1989, Raymond turned over the marketing rights to the entire StuffIt family to Aladdin Systems, Inc. (now Allume Systems, Inc.), then a startup in the Macintosh software industry.
