Reuse is the second priority on the national solid waste management hierarchy.
Reuse means that you redistribute materials from one who no longer needs it to those who can still find use in the item(s).
Reuse conserves valuable natural resources, reduces the amount of water and air pollution and green house gases, and is a means for getting materials to disadvantaged people and organizations.

However, more direct reuse is also possible: the technology to reclaim wastewaters as potable or process waters is a technically feasible option for agricultural and some industrial purposes (such as for cooling water or sanitary flushing), and a largely experimental option for the supply of domestic water.
The primary concerns associated with the use of sewage effluents in reuse schemes are the presence of pathogenic bacteria and viruses, parasite eggs, worms, and helminths (all biological concerns) and of nitrates, phosphates, salts, and toxic chemicals, including heavy metals (all chemical concerns) in the water destined for reuse.
Reuse of wastewater may be seasonal in nature, resulting in the overloading of treatment and disposal facilities during the rainy season; if the wet season is of long duration and/or high intensity, the seasonal discharge of raw wastewaters may occur.

Reuse only works well when the particular instances are so similar that you're willing to trade the small differences for the increased productivity.
I agree with David because I’ve seen so many counter-efficient examples of reuse in applications, done by programmers twisting and tweaking their code to make reuse possible in the first place, and endlessly after to keep all the dependant code working when changes have to be made.
How about "(ill-conceived) reuse is overrated" or "reuse as a form of procrastination is overrated" or "reuse that DHH doesn't specific approve of is overrated".
