 People's Daily Online -- U.S. expects to reach open skies agreement with China
The United States expects to reach a "meaningful agreement" with China by May on the liberalization of aviation, U.S. Transportation Secretary Mary Peters said in Beijing on Friday.
In a speech given to U.S. business leaders in China, Peters said liberalizing China's skies would bring economic benefits to both China and the U.S. She said she hoped a framework for an "open skies agreement" could be agreed this May.
"That (to reach the agreement) is our goal, and I do believe that we can reach a meaningful agreement by May at the next SED (Strategic Economic Dialogue)," said Peters, who was in Beijing to discuss the possible agreement with Chinese officials.

 The Brightness of the Night Sky
Another first-rate source of information about the night sky in general is the marvelous little book by Roach and Gordon, "The Light of the Night Sky" (Reidel, 1973), which outlines the hard science of the matter with a refreshing aesthetic attitude.
Recently the sky brightness was measured on V-filtered CCD frames taken for the TASS project by Tom Droege in "suburban" Batavia, Illinois in the Chicago conurbation.
The night sky at Full Moon (about magnitude 18 per square arcsecond or about magnitude 9 per square arcminute) must be very close to the color threshold for at least some people to see the night sky as "sky blue".

With the exception of Microprose’s Knights Of The Sky, I cannot think of any flight simulators that have successfully created the feelings of playing as part of a team in the middle of combat.
In Reach you are posted on the south-east coast of England at the start of the Battle of Britain, and have to work your way through the entire campaign.
Reach For The Skies, while for the most part sounds like any other airplane sim, does have its moments.

 United States, Canada Reach Open-Skies Aviation Agreement
The United States and Canada have reached a full Open Skies aviation agreement that permits unrestricted service by the airlines of each country to, from and beyond the other's territory, according to the U.S. Department of Transportation (DOT).
In a November 11 press release, the DOT announced that the agreement had been reached after three days of bilateral talks in Washington.  "Open Skies between the United States and Canada will mean better service at lower prices for the passengers and shippers of both countries," said U.S. Transportation Secretary Norman Mineta.
The United States and Canada today reached a full Open-Skies aviation agreement that removes all economic restrictions on air services to, from and beyond the other's territory by the airlines of both countries.

Airlines using aircraft after they value is fully written-down may be good for the airline, but it is not for the environment (especially for 1st world airlines – the sooner they dispose of aircraft the faster the latest technology diffuses to 2nd and 3rd World airlines).
European Airlines should be given a fixed time scale to start complying with this regulation, with five years being the shortest practical timescale for compliance (the manufacturers still have reasonable spare capacity in 2012 – and some of the targeted aircraft should have been scheduled to be retired before then).
The net effect of this is that fewer than 200 aircraft (out of a fleet of 3,622) would be removed from the skies with an implied emissions saving of less than 2%.
