Read or Die is not a masterpiece in the sense of being watchable after two or three repeats, but I was so impressed after the first viewing that it's worth a five.

 Read or Die
Read or Die is clearly intended to be a parody of James Bond stories; if interpreted any other way, the utter absurdity of it all would be overwhelming.
The humor value from Read or Die comes from its farcical nature rather than a deliberate effort to go after jokes (although there is the obligatory character that’s always tripping over things).
Read or Die isn’t the only series that has this problem, but it is very annoying.

 Anime Reviews
From there on in, Read or Die is an escalating series of battles for the fate of the world, with a distinctly strange literary and historical bent, and some of the oddest supervillains ever conceived.
Read or Die is the kind of deeply offbeat, unusual series that sparks quaint-but-sincere responses like "Nifty!" It's got some pulp-superhero-flick prerequisites: an evil fortress, an escalating series of supervillain fights, creepy clones, doomsday devices, even a deathtrap of the "we're going to leave you here to die while we go do something nefarious" variety.
Oddly, on top of all this, Read or Die is surprisingly sweet and would be quite friendly to young viewers if not for the high mortality rate and the somewhat gruesome deaths.

Read or Die somewhat lacks in those two categories because it is only a mere 3 episode OVA, but it makes up for it in its fantastic animation.
So all in all there are three areas where Read or Die really excels in and that is animation, characters, and sound/music.

While at first the ROD the TV (gotta love that engrish title) series doesnt seem to have any relation to the original OVA aside from the sisters having the same paper using abilities as Yomiko Readman, as the show progresses, it is infact very much tied in with the original characters of the OVA.

Read or Die -- created by director Koji Masnuari, writer Hideyuki Kurata, and character designer Masashi Ishihama -- imaginatively revamps the basic formula of special agents vs. evil masterminds by introducing the Royal British Library's Division of Special Operations, the bookworm's equivalent of James Bond's M5 outfit.
