Depending on the size of your realignment activities, the Statewide Asset Realignment Project Team and other DGS staff may be available to assist you, however, only your agency knows the details of your operation.
To ensure that activities associated with realignments are undertaken in a comprehensive and expeditious fashion, we strongly recommend that a preliminary project statement be created that includes scope, schedule, budget and human resource information.
Since the realignment activities have to be completed as efficiently as possible, it is important that a team be established representing appropriate staff from your organization and DGS.

 Swords Into Plowshares: Improving BRAC
Although the criteria have proved to be effective tools for identifying bases for closure and realignment, the application of the criteria arguably has been inconsistent across all of the services' analyses.
Once BRAC Commission recommendations are approved by Congress, all bases, regardless of service ownership, should be transferred to a single agency or contractor for closure and remediation or for realignment implementation as quickly as possible in accordance with appropriate laws and regulations.
The changes in the BRAC process that I have recommended are intended not only to increase the efficiency of the process, thereby saving millions of dollars in implementation and caretaker costs and lost opportunities for savings, but also to improve the attractiveness of BRAC to politicians and affected communities.

In this case, realignment probably will be voted on at a meeting scheduled for Chicago during the final week of May.
The basic format for the increase from 31 to 32 teams already is approved: eight divisions of four teams each with a 16-game schedule that will include home-and-home games within the division, four more games against another division in their conference and four games against a team in the other conference.

A List Apart: Articles: Good Designers Redesign, Great Designers Realign
While this article won’t analyze the psychological ambitions of right-brained elites and their innate desire to recreate, it will attempt to describe the difference between redesigning and realigning, as well the advantages of one over the other.
Thus, the differences between Redesigners and Realigners might be summarized as follows: The desire to redesign is aesthetic-driven, while the desire to realign is purpose-driven.
Perhaps the best way to educate one’s self in the whys of realigning is to start by saying no. Strategy is often just as much about saying no as it is about saying yes.

But they agree the feud over the Marines' Futenma air base is the main obstacle to a broad deal on realigning U.S. bases in Japan, part of Washington's plan to transform its military globally into a more flexible force.
Resolving the Futenma dilemma is vital, expert say, to ensuring Japanese public support for the alliance as both sides seek to enhance security ties and cooperation amid concerns about North Korea's nuclear program and Beijing's military build-up.
Both sides hope to reach an agreement on Futenma and wrap up a broader deal on base realignment that reduces the U.S. military "footprint" while also improving the ability of the two forces to cooperate before U.S. President George W. Bush meets Prime Minister Junichiro Koizumi in Japan next month.

U.S. Department of Defense Base Realignment and Closure (BRAC) FAQ   (Site not responding. Last check: 2007-11-05)
The BRAC 2005 process will help find innovative ways to consolidate, realign, or find alternative uses for current facilities to ensure that the U.S. continues to field the best-prepared and best-equipped military in the world.
Developing an “Early-Out List” or excluding an arbitrary number of installations from consideration for closure or realignment destroys the Department's ability to conduct a comprehensive rationalization of its infrastructure to its force structure, thereby undermining its efforts to continue transformation of the force to meet the security challenges of the 21st century.
In order to truly reshape infrastructure to match force structure, realignment options under BRAC 2005 will be critically important; exclusionary lists would restrict realignments and preclude these options.
