The senator from each state with the longer tenure is known as the "senior senator" and carries some additional responsibilities to their state's constituents; however, this does not necessarily indicate a hierarchy in which the senior senator has direct authority over the junior senator.

Reconciliation is a legislative process of the United States Senate that is intended to allow a contentious budget bill to be considered without being subject to filibuster.
Reconciliation also applies in the United States House of Representatives, but since the House regularly passes rules that constrain debate and amendment, the reconciliation process represented less of a change in that body.
Until 1996, reconciliation was limited to deficit reduction, but in 1996 the Senate adopted a precedent to apply reconciliation to any legislation affecting the budget, even legislation that would worsen the deficit.

Reconciliation was used to pass Bill Clinton 's 1993 (FY 1994) budget.
Bill Clinton wanted to use reconciliation to pass his health care plan, but Robert Byrd persuaded Clinton that the health care plan was out of bounds for a process that is theoretically about budgets.
At this point reconciliation comes into play, and the appropriations figures in the budget resolution are no longer guidelines they are law, and committees must meet those budget figures.

The reconciliation process is an optional procedure and not a required action by Congress every fiscal year as is passage of the concurrent budget resolution.
In the Senate, these violations of the reconciliation instructions may be remedied through the adoption of an amendment on the Senate floor or the adoption of a motion to recommit the bill with instructions to report back forthwith with an amendment containing legislative language which satisfies the original instruction.

 Key Questions for Judging the Outcome of House-Senate Reconciliation Negotiations, 12/8/05
The combined effect of the House tax-cut and budget-cut reconciliation bills — with millionaires receiving lavish tax cuts that increase their already large incomes while low-income families are made worse off (and in many cases, pushed deeper into poverty) — is inconsistent with the notion of shared sacrifice to tackle the nation’s fiscal woes.
This use of the budget reconciliation process to increase the deficit is at odds with the use of the process for most of the past quarter century.
Senate conservatives have indicated they are unlikely to support a final tax package that does not include the extension of the capital gains and dividend tax cuts, and Senate Majority Leader Bill Frist has announced he will insist on the inclusion of these tax cuts in the final tax bill that comes out of conference.

That any senator may raise a point of order against any part of a budget reconciliation bill that is extraneous (which is supposed to mean that it does not help achieve the goal of the bill -- i.e., have direct budgetary impact).
The allure of budget reconciliation legislation is that it cannot be filibustered in the Senate; it must be voted upon by the world's greatest deliberative body.
Budget reconciliation has become a "process that has morphed into an annual exercise, where the majority party takes advantage of the limitations on amendment and debate allowed by the Budget Act to shield controversial legislation from public discussion," Byrd said in a March 2004 statement on the Senate floor.

The Senate voted on November 3 to pass a budget reconciliation bill that included an ANWR oil drilling provision.
The Senate did however pass an amendment that would prohibit the exportation of any ANWR oil or gas out of the United States by a vote of 83-16.
Senate budget reconciliation language opening up ANWR to oil drilling was dropped from the final bill and instead included in the must-pass conference report language of the Defense Appropriations bill.

The Senate version of the HEA reauthorization bill (S. 1614), which the Senate HELP Committee was scheduled to mark up Sept. 8, is expected to dedicate only $7 billion to reconciliation, $5.65 billion short of its reconciliation target.
