 Afghan Reconstruction Conference Draws Afghan and U.S. Officials, July 25, 2002
Ambassador Shahryar said it was "probably the most democratic election in the history of Afghanistan," while Afghanistan’s Minister of Reconstruction Mohammad Amin Farhang said the process made the people of Afghanistan feel more involved in the politics of their country.
The daylong meeting, held before a large crowd in Georgetown University’s gothic-style Gaston Hall, was preceded July 24 by several working groups, which discussed specific aspects of Afghanistan’s reconstruction in order to prepare reports of recommended actions.
However, Minister Farhang said that in terms of honoring its commitments, "the world has not delivered yet," and said the fact that only a small percentage of the $4.5 billion pledged in Tokyo had reached Afghanistan was putting much needed recovery projects on hold.

New Zealand’s Defence Force will take leadership of the Provincial Reconstruction Team in Afghanistan’s Bamian Province at a ceremony tomorrow, Prime Minister Helen Clark announced today.

KUNDUZ, Afghanistan, June 10 -- Gunmen fired into the tents of sleeping Chinese road workers 22 miles south of the northern city of Kunduz early Thursday, killing 11 in one of the worst attacks on foreigners since the overthrow of the Taliban in 2001.
Gen. Mohammad Dawood, the top military commander in Kunduz, said the attack was not the work of the Taliban or its allies but a disgruntled northern commander aiming to disrupt security and reconstruction.
The provincial governor blamed the raid on radicals bent on destabilizing the government of President Hamid Karzai by attacking foreign and Afghan troops as well as aid and reconstruction workers ahead of elections in September.

GARDEZ, Afghanistan — In a war fought mostly by secret warriors from Special Forces units, Provincial Reconstruction Teams are the friendly public face of the U.S. Special Operations Command in Afghanistan.
An expanding effort to bring stability to Afghanistan's wild, impoverished regions is one piece of a two-part strategy to defeat the bad guys, said reconstruction team soldiers, officers and civilians in remote Gardez.
