The Red River of the North basin is located in North Dakota and Minnesota in the United States, and in southern Manitoba, Canada (Figure 1).
The Red River of the North flows north through Winnipeg, Manitoba, and is a tributary of the Nelson River basin, which carries runoff into Hudson Bay from much of southern Canada from the Great Lakes to the Continental Divide.
Once the river exceeded the level of the 1979 flood, some Corps officials noticed that their internal estimates diverged from those of the NWS and were in fact closer to the observed flood level, and therefore concluded that the peak stage would be higher than NWS predictions, perhaps 52-55 feet.

The Red River, or Red River of the North as it is known in the United States, flows north from its headwaters in Minnesota, across the Canada-United States international boundary, to its outlet at Lake Winnipeg in Manitoba.
International Red River Pollution Board: In 1964, the IJC was requested by the governments to study and report on the extent and causes of pollution of the Red River at the boundary and to recommend remedial measures.
The International Red River Pollution Board was established by the Commission in June 1969 and has provided continuous surveillance of the water quality of the Red River at the international boundary.

In the northern part of the basin, daily mean temperatures throughout the winter and spring typically average 3°-6°C cooler than those in the south, remaining below freezing from late October to early April, then increasing to 7°-8°C by the end of April.
The important factors that set the stage for potential significant flooding of the Red River and its tributaries during April 1997 included greatly enhanced snowfall during the winter and a substantial buildup of river ice throughout the northern half of the Red River.

In 1978, the Compact was signed by member states to resolve and prevent disputes over waters of the Red River Basin that are shared between the neighboring states of Arkansas, Louisiana, Oklahoma and Texas, and to assure the receipt by member states of adequate surface flows and releases.
The Red River Compact Commission consists of nine members -- two members from each of the four states (the director of the state water agency and a basin resident appointed by the governor) and a federal representative appointed by the President.
While provisions of the Red River Compact specifically state how much water each signatory state is allowed to develop or store on an interstate stream, the compact generally provides a means of working out problems between member states in an orderly manner, thus preventing the likelihood of litigation in most cases.

The releases of water are supposed to replicate the historic rise of the river with the spring melting of mountain snow before dams were built.
At a meeting of Missouri River states, South Dakota Gov. Mike Rounds proposed changing how and when water is released for the downstream barge industry in order to keep more in the reservoirs and avoid a "navigational preclude" that's part of the Army Corps of Engineers' master manual for operating the dams and reservoirs.
The draft of the river's 2004-2005 operating plan anticipates that there will be only minimum flows for the 2005 navigation season and that it will be shortened 27 to 61 days, depending on runoff this winter and spring.
