The Red River, or Red River of the North as it is known in the United States, flows north from its headwaters in Minnesota, across the Canada-United States international boundary, to its outlet at Lake Winnipeg in Manitoba.
International Red River Pollution Board: In 1964, the IJC was requested by the governments to study and report on the extent and causes of pollution of the Red River at the boundary and to recommend remedial measures.
The International Red River Pollution Board was established by the Commission in June 1969 and has provided continuous surveillance of the water quality of the Red River at the international boundary.

Flow of the Pembina River at Neche, North Dak., on April 24, where the USGS maintains a streamflow gaging station, was 10,200 cubic feet per second (cfs) or 6.6 billion gallons per day (bgd) and the gage height is steady due to backwater from the Red River of the North.
Such measurements are particularly helpful in a flood situation such as that on the Red River because it enables hydrologists to take measurements in the river instead of from stationary points on bridges that are inundated and inaccessible.
The current estimate of the Red's flow when it reaches the border is 135,000 cfs (87 bgd), according to the NWS river forecast center.

When the flooded Red River swamped the city's sandbagged dikes on April 18, he was glad he had.
That day the Red River, which separates East Grand Forks, Minn., and Grand Forks, N.D., overwhelmed the city's floodwalls and eroded temporary dikes neighbors had been constructing along the cities' streets, causing mandatory evacuation of 90 percent of East Grand Forks' 9,000 residents and Grand Forks' 50,000.
Record flooding was expected because of heavy winter snows, "so residents built the dikes three feet higher than the previous record flood, three feet higher than the crest was predicted.
