I.(a) The board of selectmen, or the voters of the town by the procedure established in RSA 39:3 may place an article on the warrant for annual town meeting at which town officers are elected, concerning the establishment of a redistricting commission.
The redistricting commission shall consist of 5 members, all of whom shall be registered voters of the town appointed by the governing body of the town, as defined in RSA 672:6.
If the redistricting commission proposes to amend the representative districts previously adopted by the town and enacted by the legislature, the question submitted to voters shall be: "Shall the proposal of the redistricting commission to amend the representative districts of the town for the purpose of electing representatives to the general court be adopted?"

The tribe sought to have the actions of the county stopped and sought a declaration by the court that the tribe, as a sovereign government, cannot be subject to state law without consent or an express grant of authority to the state by Congress.
The warrant was executed over the objections of tribal officials who argued that the state court did not have jurisdiction to authorize a search of the payroll records due to the tribe's sovereign status.
While the tribe does not assert that the county lacked probable cause to issue the warrant, the tribe does claim that the execution of the warrant was unlawful based solely on the fact that the tribe is a sovereign nation and is not subject to state laws.

Sullivan against bringing such a charge, arguing that the evidence gathered against Finneran in a year-long probe doesn't warrant federal prosecution, and that such a move would be viewed as excessive, said the sources, who asked not to be identified.
At one point in the trial, Finneran was asked if he knew what was going to be in the redistricting plan before it was publicly distributed.
