Yale University Library: Ask!a Librarian Services
The Reference Services Program of the Yale University Library makes available to all members of the Yale community and, to a lesser extent, to all readers, the research and subject expertise of Yale's public services librarians, subject specialists, and archivists.
Reference service includes an element of teaching that empowers readers to become increasingly independent users of information resources.
Reference services are complemented by workshops and tutorials, which provide orientation tours, regularly scheduled workshops on specific tools and topics, online tutorials, and course-related sessions.

How it helps your customers [OCLC - QuestionPoint]
Once a question is submitted or a chat session is completed, the question or transcript goes into the local reference librarian's queue of reference questions.
If there is any question about the user's intent, or the scope of the question—or any other aspect of the question—the librarian can email the user for a clarification, and perhaps a dialog will ensue to make clear exactly what is being asked.
From the library user's perspective, however, the culmination of the process is the "answer:" an alert appears in her email, and she retrieves the answer in an email posted by the librarian or the network member.

 Reference (Stanford Encyclopedia of Philosophy)
Reference in a context is ‘content,’ that is, an expression's contribution to ‘what is said.’ Character is more like linguistic meaning than reference and is supposed (according to Kaplan) to account for cognitive significance.
Reference is arguably the central notion in the philosophy of language, with close ties to the notions of meaning and truth.
Reference, construed as a relation between bits of language and bits of reality, is assumed to be a genuine, substantive relation worthy of philosophical scrutiny.
