In 1924 the left bank territory was proclaimed the Moldovan Autonomous Soviet Socialist Republic within the Soviet Socialist Republic of Ukraine.
The Parkany village on the left bank of the Dniester river, overlooking Bendery, is controlled by the TDMR forces.

The Central Election Commission (hereinafter - the Commission) is a permanently acting state body, which shall according to the Constitution of Ukraine, this and other laws of Ukraine ensure the organization of preparation and conduct of elections of the President of Ukraine, the People's Deputies of Ukraine, as well as all-ukrainian referendums.
Until the staff of the Commission Secretariat is completely formed, the apparatus of the Verkhovna Rada of Ukraine, the apparatus of the Cabinet of Ministers of Ukraine, ministries shall detail their employees to the Commission, upon its petition, for the period of the election campaign of 1998.
The Verkhovna Rada of Ukraine shall appoint to the positions and terminate the authorities of members of the Commission upon the submission of the President.

On 12 January the three parliamentary opposition groups proposed a nationwide referendum to resolve the ongoing dispute in Ukraine over direct versus indirect election of the president, claiming that, under the Ukrainian Constitution, any curbs on the rights of voters may be introduced only via referendums.
The Recommendation 1451 (2000) on the "Reform of the Institutions in Ukraine" further stipulated that in the event of the constitution being amended through non-constitutional means, the Assembly would recommend the Committee of Ministers to suspend Ukraine's membership in the Council of Europe.
The rapporteurs wholeheartedly welcome the country's efforts for democratic reform and its willingness to align to European standards, however, the timing of pushing through any reforms on the eve of the presidential elections can not be considered acceptable, especially in a situation where there is no political consensus over the reform.

Consequently, the PQ government cannot compel Aboriginal peoples to be a part of the "Québec people" for purposes of self-determination or secession.
