Region codes stamp DVD discs, hardware and software players, and disc drives with a code that idenitifies the locality in which they are supposed to operate.
Region code 0, is in fact not a region but signifies that there is no encoding - that it is a region-free disc, player, software, drive, etc. Regional encoding is not mandatory or required by law, but is optional for all manufacturers.

The association is also responsible for the much criticised regional playback control (RPC), the region encoding scheme which gives movie studios geographic control over DVD release dates to maximize their investments and also help thwart copyright infringement.
RPC-2: many manufacturers (e.g., NEC) put a limit on the number of times you can "change the region" of a drive, usually 5 times or less; after these number of changes, the drive becomes "locked" on the last region you set and you can't change it anymore.
RPC-1: There is a region code present on the drive, and it will be changed if a DVD from another region is read.

Region coding isn't done for copyright issues, they may tell you that, but it's really so that the publisher can control promotion and distribution of their game in the region.

The Region Coding system works by dividing the world into six regions, with the United States in Region One and the UK in Region Two.
Although Region Coding was a key plank in the film companies' strategy to maintain control of their products when released on DVD, industry sources suggest they are already admitting defeat, and a new system is emerging called Regional Code Enhancement.
The facility to change the region is simply put into the players at the factory stage in order for the manufacturer to have a single manufacturing process for players sold in all six DVD regions.

Today @ PC World It's Time to End Region Encoding
Region coding is a process by which the makers of certain kinds of media--specifically DVD movies and console videogames--and the hardware that play the media limit the geographical region of the world in which the media can be used.
I think it's simply not acceptable to charge some of the world's consumers more, while at the same time limiting their access to games or movies that are legally sold for less money (or those that are only available) in other parts of the world.
It's time to end the tyranny of region encoding, and let the market decide how much the world's entertainment-buying public is willing to pay for its movies and games, instead of the heads of greedy, colluding corporations.

Five major US studios are suing Samsung for developing and briefly selling at least one DVD player which they allege was not properly secured to protect the contents of encrypted DVDs, according to reports.
It has been known for some time that the major studios are unhappy with the number of DVD players that allow users to circumvent region encoding practices, either by allowing too many "resets" of a unit's geographic location, or allowing users to turn off compliance altogether.
Samsung's player allows users to completely disable region encoding compliance, meaning that the player can handle any DVD without the need for resetting geographical locations, or other such inconveniences.
