Regional Radiocommunication Conferences (RRC) are conferences of either an ITU Region or a group of countries with a mandate to develop an agreement concerning a particular radiocommunication service or frequency band.
Regional Radiocommunication Conference for the revision of the Stockholm 1961 Agreement, in the frequency bands 174-230 MHz and 470-862 MHz (RRC-06-Rev.ST61)

Region 3 (Darwin, 2000) recommended that an LF band segment of 15 kHz between 165 and 190 kHz and/or 135.7-137.8 kHz be sought through local administrations throughout Region 3 noting the international communications experiments that have taken and could take place.
Region 2 (Guatemala City, 2001) urged its member-societies to support a coordinated approach to secondary allocations to the Amateur Service in the bands 135.7-137.8 kHz and 160-190 kHz.
Region 2 amateurs retained a primary allocation in the band 7100-7300 kHz.

Terrestrial television - Wikipedia, the free encyclopedia
In Europe, a planning conference ("ST61") held under the auspices of the International Telecommunications Union in Stockholm in 1961 allocated frequencies the Bands IV and V for the first time for broadcast television use.
Following the ST61 conference, UHF frequencies were first used in the UK in 1964 with the introduction of BBC2.
The introduction of digital television in the late 1990s and early years of the 21st century led the ITU to call a Regional Radiocommunications Conference to abrogate the ST61 plan and to put a new plan for digital broadcasting only in its place.

The results of the conference were outstanding for Finland and the rest of Europe and all the essential objectives were achieved.
In this conference it was easier than before to consolidate the various needs in different countries and continents concerning frequency use.
The new way of working could be seen in the conference, for example relatively few of the proposals presented in the conference were made individually by separate countries.

The ITU Regional Radiocommunication Conference, RRC-04/06, was convened on the initiative of CEPT Administrations to update the Stockholm 1961 Agreement in order to facilitate the rapid introduction of digital broadcasting in Europe.
In summary, the planning area comprises those parts of Region 1 that are situated west of the meridian 170° East and north of the parallel 40° South, as well as the whole territory of the Islamic Republic of Iran.
The first session, held in Geneva from 10 to 28 May 2004, to establish the technical basis for the work of the second session of the RRC, including the necessary bases to facilitate planning exercises prior to the second session of the RRC and the form in which the requirements of administrations should be submitted.

The regional co-operation was further underlined by the signing of an MoU between the regional telecommunication organisations of: The Arab region and Europe, Arab League and CEPT respectively, which took place on 11 February 1999, and Asia and Europe, APT and CEPT respectively, which took place on 9 May 2000.
Therefore, the introduction of FSS in Region 1 is opposed and the BSS allocation is proposed for deletion in Region 1.
This was the main crisis in the Conference and some smoothening appeared only by the end of the week, after a number of informal and formal meetings where European, Arab and African countries had reaffirmed that document 154 was not a package, but only a proposal like others and discussions/amendments on it were welcomed.

The World Radiocommunication Conference ("WRC" or "Conference") is held every three to four years to ensure that on a global and regional basis the radiocommunications spectrum resource is used efficiently, that new radiocommunications services can be deployed, and that existing radiocommunications services are protected from harmful interference.
At this year's Conference in Geneva, Switzerland, spectrum was allocated to further the deployment of many exciting uses of the radiocommunications spectrum, including wireless access ("wi-fi") services, (1) broadband wireless services on airplanes and ships, and additional data services over satellites.
This controversy stems from the fact that failure to have an issue addressed at an upcoming Conference may lead to the delay or inability to launch a new service or use that is important for a particular country or region.

What it does require, however, is to engage in an open debate and awareness-raising exercise about the implications of the global electronic marketplace and its particular characteristics on certain rules and their application.
