The governing bodies of the counties are authorized to create regional councils of government by means of an agreement approved by the governing bodies of the participating counties and approved by the Governor.
The agreement shall specify the procedure for the appointment of representatives of the member local governments; provided, however, at least a majority of the members of the policymaking body must be members of the governing bodies of the participating cities and counties.
The representatives of the members serving on the policymaking body shall serve without salary for a term of four years; however, these representatives may be reimbursed for expenses incurred in the performance of their duties.

 Church Structure Narrative
The Convener maintains contact with the two regional Council representatives, and meets several times each year with the Bishop and the Assistant for Convention for the purpose of communication and for planning of the annual Regional Assemblies.
The voting members in each region are: parish clergy, other interested clergy connected to the region, delegates to the Diocesan Convention, all wardens/vice-chairs, Regional Convener, Regional Representatives to the Diocesan Council.
The Council is composed of the Bishops, one clerical and one lay member elected from each of the six regions, two clerical and two lay at-large members elected by Convention, three members appointed by the Bishop, and several ex officio members.

 Outreach Council Update
Region Five meets the third Thursday of every month at LifeQuest Neurological Services, 2225 Riva Road, Annapolis, MD. They are working on recruitment of new members and developing a volunteer group to be available to families who are dealing with brain injury at Prince George's Hospital.
The Outreach Council is made up of individuals with brain injuries, families and professionals who are interested in public awareness and prevention efforts to improve and increase services and supports for those living with brain injury throughout the state of Maryland.
The Regional Representatives are members of the Outreach Council who have agreed to take a leadership role and provide organizational support to meetings and projects.

Article 22D restricts the DPD to dealing with bills on 'regional autonomy, the relationship of central and local government, formation, expansion and merger of regions, management of natural resources and other economic resources, and Bills related to the financial balance between the centre and the regions.'
The DPD can propose such bills to the DPR and must be heard on any regional bill proposed by the DPR.
Each province elects 4 members to the DPD on a non-partisan basis, although many candidates in the April 2004 election had links to the parties represented in the People's Representative Council, the Dewan Perwakilan Rakyat or DPR.

The political reforms having the greatest influence for decentralization, of course, are the Law on Regional Government (UU 22/1999) and the Law on Financial Balance between the Center and the Regions (Undang-Undang Perimbangan Keuangan Antara Pemerintah Pusat dan Daerah or UU 25/1999).
Despite the concessions by the central government as represented in the laws on regional autonomy, many regions remained dissatisfied because they believe that their autonomy was based only in laws that could be rescinded at any time by a decision of the central legislature and the President.
They finally prevailed in the 2001 annual session of the Assembly on condition that regional representatives relinquish their connections with political parties and agree that the regional representatives faction would not be entitled to its own deputy speakership of the Assembly.

The Barents Regional Council unites 13 member counties and a representative of the indigenous peoples in the northernmost parts of Finland, Norway and Sweden and north-west Russia.
The Barents Region gradually expanded and with the adherence of the Russian Republic of Komi on 1 January 2002, the Region now comprises 13 member counties, approximately 1,75 mill sq.

Mr Delataa expressed concern about the number of student representatives on the University Council, which he said was inimical to the decisions that emanated from the Council to affect the lives of students.
"The University Council with an overall membership of 13 has only two students representatives," he complained The USAG is one of the five blocs that constitute the National Union of Ghana Students.
The other four blocs are: The Graduate Students Association of Ghana; The Ghana Union of Professional Students; The Teacher Trainees Association of Ghana; and The Regional Student's Representatives Council of Secondary Schools.
