The overall objective is to encourage agreements between a municipality and the regional district with respect to the extent of participation in electoral area planning by the municipality.
Therefore, if a municipality and regional district agree in September of 2000 to limited participation in Part 26 services commencing in March of 2001, then the director for the municipality would be entitled to vote on all planning matters until March 2001 (assuming that the municipality has not opted-out of electoral area planning for 2000).
Regional districts and municipalities are encouraged to use regional growth strategies and official community plans to establish municipal interests in electoral area planning and electoral area interests in municipal planning.

An electoral area director, when working in his or her electoral area on regional district business, whether the business is of region-wide concern or concerns only the electoral area, represents the entire regional district.
As a representative of the regional district, the electoral area director's remuneration and expenses should be allocated to all members of the regional district.

 Sunshine Coast Regional District Government
The Sunshine Coast Regional District (SCRD) was incorporated in January 1967 following the 1965 Provincial legislation which stablised a partnership between electoral areas and municipalities within the regional district boundaries.
Regional districts were designed to provide services and land use regulation to unincorporated areas: to provide services to municipalities and unincorporated areas that are best done jointly; and, to provide access to the borrowing power of the Municipal Finance Authority.

Electoral Area A is the unincorporated area west of the City of Vancouver between English Bay and the Fraser River.
In the rural or unincorporated areas of British Columbia, local government is provided by regional districts and improvement districts established under the Municipal Act and, in special circumstances, by entities such as the Islands Trust established under separate legislation.
Some reasons for reviewing the governance of Electoral Area A are the need to provide local government services to the growing residential population in all of Electoral Area A and the long standing desire of the GVRD to provide municipal services through local governments, rather than through the Regional District.
