In 2004, the median population of a région in continental France was 2,329,000 inhabitants, which is a little less than one-half of the median population of a region of England, a little more than one-half of the median population of a U.S. state, and three-quarter of the median population of a German state.
Their main legal attribution is to build and pay equipment costs for high schools; in March 2004, the French national government announced a controversial plan to transfer to the régions some categories of non-teaching school personnel.
There are also proposals to suppress the local government (conseil général) of the départements and to folding them into their régions, keeping the départements only as administrative subdivisions.

By explaining when and why regional autonomy movements induce national-level political elites to transfer power to regional governments, my dissertation will offer insight into when and why other social movements, such as labor movements, environmental movements, women’s movements, extreme right-wing movements and civil rights movements, influence policy in ways that correspond to their articulated demands.
Second, by examining regional autonomy movements in Britain, Spain and France, I will be able to control for historical and cultural factors that might affect the ability of regional autonomy movements to induce national-level political elites to transfer power to regional governments.

This would basically be about ten rural regional rumps with small and widely scattered populations and a correspondingly narrow revenue base (and therefore permanently limited capacity for developing a strong machinery of government), yet with large responsibilities for service and infrastructure delivery, and for management of land, natural resources, ecosystems and development.
A region based on Dubbo would work because Dubbo is a stable population and regional viability is said by demographers to be dependent on at least one strong centre, whatever its size.
