A single-tier municipality is either a former regional municipality or a former county, whose municipal governments were amalgamated in the 1990s into a single administration.
Regional municipalities are usually implemented in census divisions where an interconnected cluster of urban centres forms the majority of the division's area and population.
Counties may be as large as regional municipalities in population, but their population density is generally lower (although not as low as in a district.) Counties may include major cities, such as London, Kingston and Windsor, but these cities have generally not evolved into urban agglomerations with other communities, as in regions and "megacities".

In the event that the regional school district budget in a regional school district is not approved by at least two-thirds of the member municipalities as required by this section, the regional school district committee shall have thirty days to reconsider, amend and resubmit a budget on the basis of the issues raised.
The respective amounts reapportioned between or among the member municipalities by the regional school district committee shall be recertified by the district treasurer to the treasurers of the member municipalities not later than seven days from the date the amended regional school district budget was adopted by the regional school district committee.
A municipality that does not hold such a meeting prior to expiration of forty-five days from the date on which an amended budget was adopted by the regional school district committee shall be deemed to have voted to appropriate the amounts reapportioned and recertified to it.

Meredith Miller (MCPC) explained that all 6 municipalities are already working regionally through their open space plans as two separate regions and that the municipalities have regional police for this area.
A point was also made that it makes sense to have all 6 municipalities in one region with the commonalities they all share on the top of the mountain, such as the school district.
Meredith Miller (MCPC) recommended that if the regions were to move forward as three and three, that the County will continue the coordinating role and will oversee the activities of both regions to ensure that if and when common linkages are developed through the planning process, that the County would make the other region/consultant aware.

 PROTECTION OF EMPLOYEES - REGIONAL MUNICIPALITIES
(a) is guaranteed employment with the regional municipality or local board for the one-year period next following the commencement of employment with the regional municipality or local board; and
(b) shall be credited with the same seniority that he or she had with the participating lower-tier municipality or local board on the date the by-law comes into force.
   The regional municipality or local board shall, during the first year of employment of a person employed under subsection 1 (1), provide for vacation with pay equivalent to those to which the employee would have been entitled if he or she had remained in the employment of the participating lower-tier municipality or local board.

The governing authorities of any municipality which does not desire to be included in the local nonhazardous solid waste management plan shall adopt a resolution stating its intent not to be included in such plan.
For purposes of Section 17-17-221 through Section 17-17-227, a local nonhazardous solid waste management plan prepared, adopted, submitted and implemented by the regional solid waste management authority shall be deemed sufficient to satisfy the planning requirements for the counties and municipalities within the boundaries of the authority.
(c) A regional solid waste management authority shall declare the plan to be approved as the authority's solid waste management plan upon written notification, including a copy of the resolution, that the board of supervisors of each county forming the authority has approved the plan.
