Regulation 17 - Wikipedia, the free encyclopedia
Regulation 17 was a regulation of the Ontario Ministry of Education, issued in July, 1912 by the Conservative government of premier Sir James P. Whitney.
It forbade the use of French as a language of instruction after the first year of school, unless the pupil was unable to speak English because of "defective training", and banned the teaching of French after the fourth year of school.
The regulation was eventually repealed in 1927 by the government of Howard Ferguson.

The Notification of New Substances (NONS): NONS Regulations ...
Regulation 2 defines the expressions used in the Regulations, in particular "new substance" means a substance which does not appear in the European Inventory of Existing Commercial Chemical Substances ("EINECS") and the competent authority for Great Britain is the Secretary of State for the Environment and the Health and Safety Executive acting jointly.
By regulation 6, reduced notification requirements for new substances placed on the market in quantities of less than one tonne per year are imposed and, with certain specified exceptions, new substances are deemed to have been notified if placed on the market in quantities of less than 10 kg per year.
By regulation 10 the notifier of a new substance already notified by him is required to inform the competent authority of any changes to the particulars previously notified and of changes in the quantity of the substance placed on the market.

Conscription Crisis of 1917 - Wikipedia, the free encyclopedia
Ontario (Hughes's political base) was in the process of forbidding teaching in French, or of French, in the school system (Regulation 17), causing outrage in French Canada and a lack of support for the war of the "king and country" that was perceived as seeking to destroy the Francophone community in Canada.
The second contingent was based, more logically, on battalions raised and trained in the various military districts in which they had been recruited, but still on an impersonal numbered basis (with the exception of some numbered battalions allowed to adopt a Highland or Irish identity).
Political pressure in Quebec, along with some public rallies, demanded the creation of French-speaking units to fight a war that was viewed as being right and necessary by many Quebecois, despite the Regulation 17 in Ontario and the resistance in Quebec of those such as Henri Bourassa.

(a) Administrative regulations, orders, rulings, approvals, and interpretations are all grouped together in sections 9 and 10, with no distinction being made in regard to their function under the ``good faith'' defense.
(b) The terms ``regulation'' and ``order'' are variously used to connote the great variety of authoritative rules issued pursuant to statute by an administrative agency, which have the binding effect of law, unless set aside upon judicial review as arbitrary, capricious, an abuse of discretion, or otherwise not in accordance with law.
A failure to act or a failure to reply to an inquiry on the part of an administrative agency is not a ``regulation, order, ruling, approval, or interpretation'' within the meaning of sections 9 and 10.

In support of its position, the JAC states that since the Commission's and SEC's regulations are consistent with respect to subordination agreements, permitting the DSRO to rely on the review performed by a DEA will reduce the regulatory burden imposed upon dually-registered FCMs and IBIs without increasing the risk of noncompliance with Commission regulations.
As noted above, the Commission's regulations regarding subordination agreements are consistent in all material respects with the rules of the SEC for brokers or dealers.
In this regard, SEC Rule 15c3-1d(c)(6)(i) (17 CFR 240.15c3-1d(c)(6)(i)) is consistent with CFTC Regulation 1.17(h)(3)(vi) in that it requires a registered securities broker or dealer to file copies of any proposed subordination agreement with its DEA prior to the effective date of the agreement.

SSRN-Existence Value and Federal Preservation Regulation by David Dana
Indeed, as explained in Part III of the Article, federal regulation is more likely to be necessary to maximize welfare in the context of interstate losses in existence value than in the context of interstate physical effects, such as air or water pollution crossing state lines.
The essence of this objection is that federal preservation regulation premised on existence value preferences is illegitimate because it violates the principles of respect for private property rights and distributive justice among communities.
The normative defense of existence-value regulation also has implications for the choice between approaches to standing that facilitate citizen enforcement of regulations premised on existence-value concerns, and approaches, such as that endorsed by the majority in Lujan v.
