Rein Taagepera (born 28 February 1933) is an Estonian-American politician and political scientist.
Born in Tartu, Estonia, Taagepera fled from occupied Estonia in 1944.
Taagepera's theoretical scholarly work, which mainly deals with electoral systems, is heavily quantitative and modelling in character and strongly informed by the epistemology of his previous field, physics; the quantitative approach is also is his general attitude towards political science as a scholarly discipline.

Taagepera, his wife Mare, Jaan Einasto and Lauri Aaspollu, all asked to have their names deleted from the party member list on Sept. 5, citing the party’s shift from center-right to far right as the reason.
Res Publica’s approach to an education- and knowledge-based economy was wavering, the group said, adding that recent methods of governance were not unlike those found in totalitarian societies.
Taagepera, an American-Estonian political scientist, had warned Res Publica against swaying too far toward the right on several occasions.

While the index of volatility is based on the scores of party’s electoral performance from one election to another, the index of disproportionality compares the parties’ vote shares to their seat shears to reflect the proportionality of the electoral system — the equation used is in fact the same.
This is not to say that the volatility has been low, but it clearly needs to be emphasized that the high arithmetic average is partially due to the occurrence of a few ultra-volatile elections.
At the same time, it has been argued that when negative values of an indicator are impossible, skewing to the right is to be expected on the linear scale and it is rather its distribution on the logarithmic scale that should approximate normal distribution (Taagepera 1999).

He has constructed logical quantitative models for arms races, increase in world population, and growth of historical empires.
Professor Taagepera's current work deals with electoral systems throughout the world -- specifically, the way in which votes are translated into seats by different electoral rules, and the consequences for government stability and the number of parties.

The reason why I will also speak about cosmofuturism, is that in developing ethnofuturism it is necessary to place it into a larger context.
His terms were (1) ethnopreterism, a nostalgic effort to preserve the ethnic cultures as pure as they traditionally have been, (2) cosmofuturism as a point of view, which pays no attention to national and ethnic problems and (3) ethnofuturism as something staying between both of them.
I accept Taagepera's terminological division, but I want to emphasize other aspects in cosmofuturism.

The role of the Nordic countries in the Baltic states' path to independence and security can not be underestimated.
Rein Taagepera, in his book Estonia: Return to Independence, ends with the observation that much of Estonia's ability to survive as an independent state will rest on Scandinavia: "Will the Nordic countries recognize Estonia and Latvia as natural parts of the culturally Lutheran realm?
Will they be willing to play a role faintly similar to that of West Germany toward East Germany, establishing a special relationship?
