For an apartment to be under rentcontrol, the tenant (or their lawful successor such as a family member, spouse, or adult lifetime partner) must have been living in that apartment continuously since before July 1, 1971.

Rentcontrol limits the rent an owner may charge for an apartment and restricts the right of an owner to evict tenants.
Rents may be increased in other ways: (1) if the owner increases services or substantially rehabilitates a building or installs a major capital improvement; (2) hardship; (3) increased labor costs; (4) in NYC, increased fuel costs (passalongs).
The local Rent Guidelines Boards in NYC and in Nassau, Rockland and Westchester counties set maximum rates for rent increases once a year which are effective for leases beginning on or after October 1st of each year.

How a movie featuring an endless parade of weirdos- including a sadomasochist (!!)and a necrophiliac (!!!!)- and centering on a couple's attempts to rid themselves of an old lady's body, could ever be construed as "family" entertainment is mind-boggling.
"RentControl" is only a family movie insomuch as it features Melissa Joan Hart- having not developed one jot as an actor since her kid-stardom- and is wretched in that particular way that afflicts most children's films: simplistic, poorly shot, with terrible jokes and lines of duologue- really, whole scenes- that make no sense.
