		In the United Kingdom, The Representation of the People Act of 1884 (48 and 49 Vict.
		The act extended the 1867 concessions from the boroughs to the countryside.
		This was not to stop people acquiring multiple votes in different constituencies (plural voting was still permitted), but to restrict sub-division of one property to qualify multiple voters (so called fagot voters).

		The Conveyancing Act 1881, § 44, has given a power of distress for a sum due on any rent charge which is twenty-one days in arrear.
		The seizure must not be excessive (statute of Henry III., 1267); but enough must be taken to satisfy the claim, for the landlord cannot distrain twice for the same rent where he could have taken sufficient in the first instance.
		By the Distress for Rent Act 1737 any tenant giving notice to quit, and holding over, is liable to pay double rent for such time as he continues in possession (see further under Ejectment).

		In 1884, The Reform Bill was passed to extend the franchise and there was also a Representation of the People Act passed which made the franchise in the counties the same as that in the Boroughs, increasing the vote to 2/3 of Britains male population.
		Although this act limited plural voting, this was a direct limit on the level of democracy being introduced as the wealthier were still regarded as being superior.

		The Act allowed Britain to advance a step further in gaining equal representation before this Act seats were unfairly distributed leading to harsh and unfair representation.
		Each of these Acts allowed Britain to bridge the gap on reaching democracy, the Secret ballot Act minimised bribery and corruption which infiltrated the voting system they however did not wipe the system totally clean until the 1883 Corrupt Practices Act made it presence felt and eradicated both bribery and corruption for the system.
		As a whole these Acts before 1900s edged Britain further to democracy but they did not deliver enormous changes, they of course were a vast improvement to the system to the way it stood before 1832, they were to be the last changes to the electoral system for some 30 years.

		It has allways struck me as extremely naive the believe of many people in Europe and, especially, USA, that the parliamentary democracy the West is running with in the last decades, is good "as is" for every country on the globe.
		Particularly in societies where individual rights and freedoms have not been encouraged, people do not feel that they are entitled to have a voice in their own governance - they have been taught and believe that they are not capable of self determination.
		I do not believe that imposing western style democracy on people who do not have these ideas and ideals built in as part of their culture will be immediately fruitful.

		O'Connor was sentenced to penal transportation and to corporal punishment, as allowed by the Act of 1842, but Victoria remitted the latter part of the sentence.
