The Republic Advisory Committee was a committee established by the then Australian Prime Minister Paul Keating in May 1993 to examine the constitutional and legal issues that would arise were Australia to become a republic.
Consequently critics alleged that both the Committee and its remit were observably framed to exclude non-republican input from preparing matters to go before the wider public, in effect if not in intent.
The Republic Advisory Committee submitted two Volumes (Volume I - The Options and Volume II - the Appendices) to the Australian Prime Minister in late 1993.

Australian Republican Movement: The Republic Advisory Committee
The Committee felt that there would be a case for not specifying grounds where the method of removal required an expression of a general dissatisfaction with the Head of State, such as a two-thirds vote in the Parliament.
The Committee considers that there are no strong reasons why a new Head of State should not continue to exercise the same kind of `governmental' functions on the advice of the Government of the day as are presently exercised by the Governor-General.
The Committee believes that those entrusted with primary and secondary education in particular, should consider the introduction or extension of appropriate courses in the fields of civics and government.

The Committee is concerned that there is still a lack of familiarity with both the Convention itself and the opportunities for its application and enforcement, as well as with legislative reforms aimed at eliminating discrimination against women, including among the judiciary, law enforcement personnel and women themselves.
The Committee is concerned that the current attitudes towards incest, as expressed, inter alia, in the light penalties for this crime, as well as the light penalties for rape, give an impression to the community that these infringements of human rights are not serious crimes.
The Committee is concerned that the definition of the crime of rape is based on the use of force, rather than lack of consent and that rape within marriage is not currently considered a specific crime.

The Commission may render advisory opinions upon the request of any candidate, candidate committee, noncandidate committee, or other person or entity, as to whether the facts and circumstances of a particular case constitute or will constitute a violation of the campaign spending laws.

 CONSTITUTIONAL CONVENTION - Thursday, 12 February 1998
We took on board the recommendations of the Republican Advisory Committee, as outlined in their report, which make it absolutely clear that the only occasion on which a government would be put at risk would be where there is a clear contravention of the Constitution and a clear, proven illegality involved.
If our republic is to work properly by capturing not just the interests and intellect of people but also their hearts and their souls, it will need some connecting threads.
The only terms under which I would vote in favour of an Australian republic in a referendum are that the head of state is directly elected by universal adult suffrage and that the powers of the head of state are clearly delimited in an amended Constitution.

Is Fda Advisory Committee Tightening The Rules For Drug Approval?
In September, the FDA's Oncologic Drugs Advisory Committee (ODAC) refused to approve Abraxane, a new drug for the treatment of breast cancer, because of the weakness of the supporting data that was presented to the committee.
What Dr. O'Brien seems to be saying is that the FDA and its advisory committees have in the past lowered the standard of proof for new cancer drugs by repeatedly allowing agents to be approved based on inadequate phase II trials, and sometimes accepting clinically dubious endpoints (such as apparent changes in response rates).
It appears that she is taking ODAC to task for being inconsistent and unfair when the committee should in fact be praised for reverting to the FDA's earlier, and higher, standard of proof, i.e., increased overall survival as demonstrated in randomized controlled trials.

Republic Advisory Committe Report - Appendix 8
After conversion of Australia to a republic, some of those provisions would have no further application, but that would not compel repeal, though it might be considered desirable to remove the 'dead wood'.
The argument for that view is that the preamble and covering clauses are not themselves part of 'the constitution' within the meaning of section 128 - 'the Constitution' being (so it is argued) the text set out in clause 9 after the introductory words: 'The Constitution of the Commonwealth shall be as follows:-'.
As to part (b), the constitutional alterations could include a provision to the effect that the altered Constitution's application of the conventions to the exercise of powers by the republican Head of State should not be taken to prevent or affect the development of the constitutional conventions.

In the event of a republic, it would be beneficial to articulate these principles in a manner which explained in some small way the positive ideals which give force to the new republican Constitution.
Especially in the event of an Australian republic, to leave the preamble unchanged would in the words of the Republic Advisory Committee be 'leaving an anachronistic and misleading introduction to the Constitution'.(53) Option 4 involves the deletion of certain words and phrases from the existing preamble and the addition of others.
The Constitutional Commission's Advisory Committee on Individual and Democratic Rights produced a preamble which included unnecessary phrases such as 'Australia is an ancient land' and 'Australia is a continent of immense extent and unique in the world'.
