Republika Srpska (RS) (Република Српска [РС]) is one of the two political entities that compose the state of Bosnia and Herzegovina (the other entity is the Federation of Bosnia and Herzegovina).
On December 15, 2003, the government of Republika Srpska established the Commission for the Investigation of the events in and around Srebrenica between 10th and 19the July 1995, for the purpose of investigating and establishing the truth regarding the Srebrenica massacre.
Republika Srpska has maintained its territorial and legal continuity since it was proclaimed on January 9, 1992, and the constitution adopted on February 28, 1992 (as amended) remains in force to this day.

According to Article 1(4) of the Constitution of Bosnia and Herzegovina adopted on 1 December 1995, there is to be freedom of movement between Bosnia and Herzegovina and the Republika Srpska and "[n]either Entity shall establish controls at the boundary between the Entities" (Bosnia and Herzegovina 1 Dec. 1995).
The report further states that attacks have been especially severe in the eastern part of the Republika Srpska and that the police and courts are "usually indifferent and often complicit" to such attacks (ibid.).
According to the International Crisis Group's 8 October 2001 report, the resettlement of refugees and displaced persons in the Republika Srpska has been hampered by the state's delayed implementation of property laws, the allocation of funds favouring Serbs, and the illegal reallocation of land, both private and public, which is aimed towards accommodating Serbs (ibid.,26-27).

Every public authority in the Republika Srpska has the duty to assist public authorities in Bosnia and Herzegovina and the Federation of Bosnia and Herzegovina whenever the application of their respective freedom of information legislation necessitates their cooperation.
The Government of the Republika Srpska shall, within three months of the entry into force of this Act, sign a mutual agreement with the Council of Ministers of Bosnia and Herzegovina and the Government of the Federation of Bosnia and Herzegovina in order to give effect to Article 23.
