Rescue Muni contends that managing Muni at the ballot will merely force the transit agency into a dilemma where it will have to reduce service to comply with the ultimatum.
Muni's biggest hurdle is how to pay for the new buses -- particularly the reserves, though it is already slowly phasing out the oldest diesels from the 540-bus fleet.

Eventually, the lead was passed once again to something called "Rescue Muni." Rescue Muni was billed as a Muni riders' organization, but was in reality almost wholly a media creation of the then-Hearst-controlled SF Examiner.
In the end, it was the infamous Muni meltdown of 1999 that allowed Rescue Muni and their corporate backers to ride to the rescue and sell city voters that bill of goods called Prop E. The deal was brokered by Rescue Muni's chief political supporter, Supervisor Gavin Newsom.
A number of rank-and-file Muni riders are fighting back against the fare hike and service cuts by calling for a fare strike, starting September 1, when the fare is scheduled to go up.

Though MUNI is still the major mover of transit riders in the Bay Area, many folks able to afford taxis or daily driving/parking costs, options which increase societal costs of traffic congestion and pollution, have decided it is worth the cost to escape MUNI.
RESCUE MUNI was formed by those dependent upon transit by choice and frustrated at the decline in service.
For example, if MUNI would always make sure the MUNI Metro platform signs indicated ahead of time the order of cars in the next train, passengers could be where they need to be to catch their car instead of having to run around a crowded platform 20 seconds before the train arrives.

Rescue Muni, I've been an advocate for better and more reliable service for Muni riders, and successfully pushed for accountability of the San Francisco Municipal Railway.
Proposition E, the successful Muni reform Charter Amendment, together with leading advocates for alternative transportation and the environment - and since that time the Municipal Railway has improved significantly in reliability.
Rescue Muni's many dedicated volunteers have successfully advocated many other improvements, including the Castro Shuttle, keeping BART service on the Fast Pass, expanded bus lanes, and more.

A series of rider surveys conducted separately this year by the Muni, the watchdog group Rescue Muni and the San Francisco Chamber of Commerce showed an increase in rider confidence in the once-beleaguered transit agency.
A major concern, Burns said, is that the Muni has direct influence over only 75 percent or so of its schedule by doing such things as manipulating timetables, adding new vehicles, changing management practices, making the fleet more reliable through improved maintenance and reducing driver absenteeism.
Although Burns expressed satisfaction with the Muni's improvement in meeting schedules, he was less pleased when it came to the system's crime rate.

Rescue Muni's initiative would allow the supervisors to reject fare increases and route abandonments by a two-thirds vote -- and it includes a clause prohibiting the new commission from transferring any Muni assets to a private entity.
Talks are on right now between the task force, Rescue Muni, the Board of Supervisors, Muni workers' unions, and the mayor, in hopes of boiling the two proposals down to one initiative.

Rescue Muni, by far the best organized and most active bus-bashing organization, and Fix the Muni have had tremendous success working the wires to reach the public through their home PC.
RESCUE MUNI volunteers recorded how long they waited for their buses or streetcars, or in some cases, watched vehicles go by and recorded the times at which they passed.
Muni has yet to officially respond or take action based on their findings, but it's nice to know that someone, somewhere in SF is monitoring who's behind the wheel.

It might be pointed out that Rescue MUNI is not very representative of the riders of MUNI - even though they have done some good (ie rider surveys).
Stress that appointing a commission will not necessarily fix MUNI and might even have the reverse effect of making government even less accountable than it is now.
MUNI has not been "fixed" as promised and there still are a lot of issues people are not happy about.

When I joined Rescue Muni in 1996, the Municipal Railway was a disaster, suffering from years of underfunding and a complete lack of accountability.
While Muni still has its problems, service reliability is much improved from the pre-Prop E days, according to Muni's own data as well as Rescue Muni's annual survey.
I got involved in Rescue Muni because I was dissatisfied with the quality of service from San Francisco's Municipal Railway, and because I believed strongly that San Francisco could do better.

While Muni as a whole earned a C for its on-time performance, the J-Church and 48-Quintara lines, which intersect at 24th and Church streets, both received F's.
According to Johnston, the two weeks in February when Rescue Muni conducted the survey were the rainiest in San Francisco's history.
